The anomaly is when you have a windfall of oil revenue from 2010 to 2014, yet you cannot point to any tangible infrastructure that was achieved, instead government savings was ran aground, debts that were paid back by regimes that did not have such luxury of oil revenue were re-accumulated, and foreign reserves collapsed from $47b in 2010 to $29b in 2015.
