Nigerian writer Tope Folarin has scooped the Caine Prize for African Writing for his "utterly compelling" short story Miracle, set among Nigerian expatriates living in the US.

"I'm elated. I'm a writer situated in the Nigerian disapora, and the Caine prize means a lot – it feels like I'm connected to a long tradition of African writers. The Caine prize is broadening its definition and scope. I consider myself Nigerian and American, both identities are integral to who I am. To win … feels like a seal of approval," Folarin said.

Folarin is the first writer based outside Africa to win the £10,000 prize; he was born and raised in the US, spent a year in Nigeria and six months in Cape Town, but has mostly lived in the UK and US, and is now based in Washington DC.

Chair of the judges Gus Casely-Hayford praised the story, saying: "Tope Folarin's 'Miracle' is another superb Caine prize winner – a delightful and beautifully-paced narrative, that is exquisitely observed and utterly compelling."

Miracle is set in Texas in an evangelical Nigerian church where the congregation has gathered to witness the healing powers of a blind pastor-prophet. "The story is situated in the Nigerian diaspora, and that heightens what is going on for the people in the church. It begins with 'we' and then moves to the 'I' – the narrator bears the burden of the diaspora on his shoulders," Folarin said.

Four other Nigerians and one Sierra Leonean were also shortlisted for the prize. From Nigeria, Abubaka Adam Ibrahim was nominated for The Whispering Trees, in which Salim wakes up after an accident to find that he has lost his sight; Chinelo Okparanta for America, whose narrator is en route to collect a US visa in Lagos; and Elnathan John for Bayan Layi, a story about two street children who sleep under a Kuku tree and how they become embroiled in electoral violence. Pede Hollist, from Sierra Leone, was shortlisted for Foreign Aid, about returning to Sierra Leone after 20 years in the US.

Folarin is the recipient of writing fellowships from the Institute for Policy Studies and the journal Callaloo, and he serves on the board of the Hurston/Wright Foundation.

The Caine prize for African writing, now in its 14th year, was created in memory of Sir Michael Caine, former chairman of Booker plc and chairman of the Booker prize management committee for 25 years. The Caine prize itself is sometimes described as the African Booker. Previous winners include Helon Habila, EC Osondu and NoViolet Bulawayo.

In news that has been condemned by the Delhi Gymkhana, the Indian government ... has announced that it will be charging the British government arrears in rent and visa fees for overstaying till 1947. Calculations will be done on a per head per year basis, beginning in the early 17century. “We will be charging extra for Lord Mountbatten,” said a government spokesperson, “Since he stayed till 1948.”

This move was in reaction to an announcement that all Indians entering the UK will now have to pay a bond of 3000 pounds, leaving them little or no money for shopping. Instead, the British government will refund the money on departure, so that they can spend it back in India.

Moving swiftly, the Indian government has arrested prominent Britons Mark Tully and Katrina Kaif, prior to deportation for non-payment. “In order to cause minimum inconvenience, I offered to share a cell with Ms. Kaif,” said Mr. Tully, “But they refused me.” In other retaliatory measures, described by some analysts as ‘draconian’, Doordarshan newscasters will now speak in American accents, the Indian Army will no longer play bagpipes, and Union Law Minister Kapil Sibal is being presented an award for ‘Excellence in English Poetry’.

The government has also demanded the immediate return of the Kohinoor Diamond, Art Malik, and the entire North West Wing of the British Museum. British PM David Cameron has reacted strongly. “As soon as we figure out what the visa rules are,” he said, “We will give a befitting reply.”

A 50-year-old man who had sex with his neighbor while she was unconscious told police he only did it to try and keep her warm, it emerged today.

Rodger William Kelly, from St George, Utah, said he inserted his penis inside the unconscious 29-year-old on May 19 because 'he was trying to save her life'. 'He said he did place it inside of her to try and get her temperature up', court documents said. He was arrested on Monday and charged with one count of first-degree felony rape.

In a statement to police, Kelly said he came home to find the woman passed out on her porch and brought her into his apartment to change her clothes. He put her on the bed and lay down next to her, he said, started hugging her to get her temperature up and then had sex with her to 'warm her', the Salt Lake Tribune reports.

When paramedics arrived, Kelly was giving the woman CPR. It was only later when she told police she might have been raped did they launch an investigation.

The International Christian Concern (ICC) released a statement on Friday, stating that in terms of the number of deaths, Nigeria is the deadliest place to be a Christian.

In percentage terms, seventy percent of Christians killed around the world in 2012 died in Nigeria. According to William Stark of International Christian Concern (ICC), ”I think the actual number is 900 Christians were killed in 2012 in Nigeria. This year, it’s something like 150 [killed] at this point.”

The terrorist group Boko Haram has been mainly responsible for these Christian deaths as they have taken credit for “persecuting Christians in Nigeria, mostly in the northern region of the country.” As a result of the frequent attacks, the number of churchgoers in the Northern part of the country has greatly reduced.

ICC recently reported the murder of a Nigerian pastor, Faye Pama Musa. He was followed home by suspected Boko Haram militants, who pulled the pastor from his home and shot him. Musa who was a leader of the Christian Association of Nigeria (CAN) in his state of Borno was killed just minutes after Nigeria’s president, Goodluck Jonathan, announced a state of emergency in the three states of Borno, Adamawa and Yobe.

South African officials are investigating claims ex-Libyan leader Muammar Gaddafi and his family stashed $1bn (£600m) in assets in the country. Libya has reportedly called for help in repatriating diamonds, gold and cash.

The assets were being held by four banks and security companies in South Africa, reports quoting Libyan investigators say. Some estimates suggest that Gaddafi's total foreign assets could be worth as much as $80bn.

Gaddafi was captured and killed as he tried to flee his home town of Sirte during Libya's political uprising in October 2011. Any assets belonging to him or his family are firmly considered by many Libyans as state-owned property that should be returned.

Libyan investigators had met South African Finance Minister Pravin Gordhan and President Jacob Zuma to discuss locating and returning the money.

Burundi’s Lydia Nsekera made history on Friday when she became the first woman to be elected to the Executive Committee of football’s world governing body FIFA for a full term.

Nsekera was voted on for a full four-year term at the FIFA Congress in Mauritius, while two other women, Moya Dodd of Australia and Sonia Bien-Aime of the Turks and Caicos Islands, were coopted on for one year.

Nsekera was the first woman to be co-opted on for one year at last year’s Congress in Budapest. Now there will be three women on the ExCo, compared to none two years ago. It is another step towards gender equality within FIFA, although there is still work to be done, with the ExCo comprising a total of 24 members.

“One woman was coopted on to the Executive Committee last year for one year, and now a woman has been officially elected on to the executive committee, with two others co-opted. It has taken us 109 years to get this far,” said FIFA president Sepp Blatter.

Firefighters in eastern China have rescued an abandoned newborn baby boy lodged in a sewage pipe. In the latest case the infant was found in the sewage pipe in a residential building in Jinhua in the wealthy coastal province of Zhejiang on Saturday afternoon.

The harrowing discovery came after residents reported the sound of a baby crying, state television said late on Monday. The pipe was just four inches wide in diameter the China Daily newspaper said. Firefighters had to remove the pipe and take it to a nearby hospital, where doctors carefully cut around it to rescue the baby boy inside, the report said.

Miss Universe 2011, Leila Lopez and Yvonne Nelson will be judges on this year's Miss Universe Ghana Finals. The Angolan beauty queen was named, by organizers of the pageant, Roberta Annan Consulting (RAC), among five personalities who will judge the finale of the prestigious event.
