New documents reveal how the CIA attempted to call off the failing coup — only to be salvaged at the last minute by an insubordinate spy.

Declassified documents released last week shed light on the Central Intelligence Agency’s central role in the 1953 coup that brought down Iranian Prime Minister Muhammad Mossadegh, fueling a surge of nationalism which culminated in the 1979 Iranian Revolution and poisoning U.S.-Iran relations into the 21st century.
The approximately 1,000 pages of documents also reveal for the first time the details of how the CIA attempted to call off the failing coup — only to be salvaged at the last minute by an insubordinate spy on the ground.
Known as Operation Ajax, the CIA plot was ultimately about oil. Western firms had for decades controlled the region’s oil wealth, whether Arabian-American Oil Company in Saudi Arabia, or the Anglo-Iranian Oil Company in Iran. When the U.S. firm in Saudi Arabia bowed to pressure in late 1950 and agreed to share oil revenues evenly with Riyadh, the British concession in Iran came under intense pressure to follow suit. But London adamantly refused.
So in early 1951, amid great popular acclaim, Mossadegh nationalized Iran’s oil industry. A fuming United Kingdom began conspiring with U.S. intelligence services to overthrow Mossadegh and restore the monarchy under the shah. (Though some in the U.S. State Department, the newly released cables show, blamed British intransigence for the tensions and sought to work with Mossadegh.)
The coup attempt began on August 15 but was swiftly thwarted. Mossadegh made dozens of arrests. Gen. Fazlollah Zahedi, a top conspirator, went into hiding, and the shah fled the country.
The CIA, believing the coup to have failed, called it off.
“Operation has been tried and failed and we should not participate in any operation against Mossadegh which could be traced back to US,” CIA headquarters wrote to its station chief in Iran in a newly declassified cable sent on Aug. 18, 1953. “Operations against Mossadegh should be discontinued.”
That is the cable which Kermit Roosevelt, top CIA officer in Iran, purportedly and famously ignored, according to Malcolm Byrne, who directs the U.S.-Iran Relations Project at the National Security Archive at George Washington University.
“One guy was in the room with Kermit Roosevelt when he got this cable,” Byrne told Foreign Policy . “[Roosevelt] said no — we’re not done here.” It was already known that Roosevelt had not carried out an order from Langley to cease and desist. But the cable itself and its contents were not previously known.
The consequences of his decision were momentous. The next day, on August 19, 1953, with the aid of “rented” crowds widely believed to have been arranged with CIA assistance, the coup succeeded. Iran’s nationalist hero was jailed, the monarchy restored under the Western-friendly shah, and Anglo-Iranian oil — renamed British Petroleum — tried to get its fields back. (But didn’t really: Despite the coup, nationalist pushback against a return to foreign control of oil was too much, leaving BP and other majors to share Iran’s oil wealth with Tehran.)
Operation Ajax has long been a bogeyman for conservatives in Iran — but also for liberals. The coup fanned the flames of anti-Western sentiment, which reached a crescendo in 1979 with the U.S. hostage crisis, the final overthrow of the shah, and the creation of the Islamic Republic to counter the “Great Satan.”
The coup alienated liberals in Iran as well. Mossadegh is widely considered to be the closest thing Iran has ever had to a democratic leader. He openly championed democratic values and hoped to establish a democracy in Iran. The elected parliament selected him as prime minister, a position he used to reduce the power of the shah, thus bringing Iran closer in line with the political traditions that had developed in Europe. But any further democratic development was stymied on Aug. 19.
The U.S government long denied involvement in the coup. The State Department first released coup-related documents in 1989, but edited out any reference to CIA involvement. Public outrage coaxed a government promise to release a more complete edition, and some material came out in 2013. Two years later, the full installment of declassified material was scheduled — but might have interfered with Iran nuclear talks and were delayed again, Byrne said. They were finally released last week, though numerous original CIA telegrams from that period are known to have disappeared or been destroyed long ago.
Byrne said that the long delay is due to several factors. Intelligence services are always concerned about protecting “sources and methods,” said Byrne, meaning the secret spycraft that enables them to operate on the ground. The CIA also needed to protect its relationship with British intelligence, which may have wished some of the material remain safeguarded.
Beyond final proof of CIA involvement, there’s another very interesting takeaway in the documents, said Abbas Milani, a professor of Iranian studies at Stanford University: New details on the true political leanings of Ayatollah Abol-Ghasem Kashani, a cleric and leading political figure in the 1950s.
In the Islamic Republic, clerics are always the good guys. Kashani has long been seen as one of the heroes of nationalism during that period. As recently as January of this year, Iran’s supreme leader praised Kashani’s role in the nationalization of oil.
Kashani’s eventual split from Mossadegh is widely known. Religious leaders in the country feared the growing power of the communist Tudeh Party, and believed that Mossadegh was too weak to save the country from the socialist threat.
But the newly released documents show that Kashani wasn’t just opposed to Mossadegh — he was also in close communication with the Americans throughout the period leading up to the coup, and he actually appears to have requested financial assistance from the United States, though there is no record of him receiving any money. His request was not previously known.
On the make-or-break day of Aug. 19, “Kashani was critical,” said Milani. “On that day Kashani’s forces were out in full force to defeat Mossadegh.”

A female zookeeper has been killed in a horrific tiger attack at Hamerton Zoo, it has been confirmed.
The zoo was evacuated on Monday morning amid scenes of chaos as visitors told how they heard blood-curdling screams at the attraction.

A Cambridgeshire Police spokesman said: “Officers attended a serious incident at Hamerton Zoo Park, Steeple Girding, at around 11.15am today.
“A tiger had entered an enclosure with a keeper. Sadly the female zoo keeper died at the scene.
“At no time did the animal escape from the enclosure. The incident is not believed to be suspicious.”
Staff said they were left “distressed” after the attack and confirmed the zoo would remain shut on Tuesday.
A statement read: “This appears to have been a freak accident.
“A full investigation is currently underway and we hope that more details can be announced as soon as we are able.
“At no point during the incident did any animals escape their enclosures, and at no point was public safety affected in any way.
“All our thoughts and sympathies are with our colleagues, friends and families at this dreadful time.”
Hamerton Zoo visitors spoke of “absolute chaos” as the site was evacuated following reports of a tiger attack amid blood-curdling screams.
Charlie Hawthorn, 18, from Northampton, told Mirror Online of chaotic scenes as zookeepers evacuated visitors from the park.
He said: “When we were going into the zoo there were zookeepers came rushing over telling us there’d been a serious incident and everyone needed to get out.
“Then they actually let us back in for around 15 or 20 minutes before the zookeepers started running around in a bit more of a panic and saying everyone had to get out.
“There was one woman saying a teenage boy was missing and it was just absolute chaos. There were three ambulances, an air ambulance helicopter, police, it looked like a big incident.”
Pete Davies, 55, who was there with his partner and son, said: “We were at the tiger enclosure and there was a guy who was ahead of us with a camera taking photos of animals.
“He was in the next closure, he came running past us really quickly. Then he came back with a few zoo keepers to the viewing area of where the tiger was, and then we heard a girl screaming and another one said run to us so we found a small room and stayed there until it was safe to leave.
“The zoo keepers had their heads in their hands, and didn’t know what to do, throwing meat over the enclosure to entice the tiger away. They shouted stuff. “It went on for too long. Then we were ushered out and left.
“We didn’t see anything because it happened behind a mound of grass. It seems like a tiger has turned on a zoo keeper.”
Eyewitness Victoria Northover Holmes added: “…some of the keepers came running down the hill towards the next tiger enclosure.
“We didn’t know what was happening but they looked worried. I carried on walking down the hill towards the next enclosure when someone shouted run.
“We could see staff members on the other side of the fence with pieces of meat trying to get whatever’s attention. “It was heartbreaking seeing them trying to help.”

The Association of Bureau De Change Operators of Nigeria, ABCON, says politicians are behind the persistent fall of the Naira.
Speaking in an interview with journalists on Friday in Lagos, Aminu Gwadabe, ABCON president, said the recent discovery of huge sums of money in Lagos has vindicated its members.
Mr. Gwadabe said ABCON was saddened by the development, but said the real enemies of the Naira were gradually being exposed.
The Economic and Financial Crimes Commission (EFCC) had on Wednesday discovered about 43 million dollars, N23 million and 27 thousand Pounds sterling from a building at Ikoyi, Lagos.
Amid controversy over the ownership of the money, the National Intelligence Agency, NIA, told PREMIUM TIMES the money belonged to it.
But the ABCON boss said every well-meaning Nigerian had seen that the issue of depreciation of the naira was beyond the BDCs.
“Only God knows the quantum of money that is outside the banking sector,” Mr. Gwadabe said.
He said it was unacceptable for an individual or group of individuals to store such volume of money at home.
According to the ABCON chief, hoarding and currency speculation was no longer profitable, urging members of the public to desist from such acts in the overall interest of the economy.
He urged the Central Bank of Nigeria (CBN) to critically look into developments in the banks, where unutilised foreign exchange was returned to it in spite of long queues of persons waiting to buy them.
“I hear that 100 million dollars was given to the banks recently and only 45 million was used.
“The CBN should look into the position of the banks and see how the unused foreign exchange can be earmarked for the BDCs,’’ he said.
Mr. Gwadabe, however, expressed optimism that with the spate of investigations and discoveries by security agents, the Naira would soon recover its value.

Three days after operatives of the Economic and Financial Crimes Commission discovered a huge hoard of cash in a Lagos apartment, SaharaReporters has learned that the Director-General of the National Intelligence Agency, Ayodele Oke, is now claiming that the funds belonged to his agency.


Mr. Oke’s claim is a bizarre twist in the unfolding drama. Late yesterday, when SaharaReporters called the DG to verify the authenticity of an online publisher’s report that the NIA had claimed ownership of the funds, Mr. Oke said he had not read any report linking the agency to the $50 million in cash the EFCC seized in a raid on an apartment in Ikoyi, Lagos. Mr. Oke told our reporter that he would speak on the matter today saying it was too late in the night and that he had a headache. However, all day today, the DG has not picked up calls from SaharaReporters nor responded to text messages.

EFCC sources said they were now aware that the Director General of the NIA claimed ownership to the huge amount of cash – most of it in US dollars – because the NIA was going to use it for “covert operations.” The EFCC sources said they would not immediately respond to the claim from the NIA since their investigations are still ongoing, adding that a court in Lagos had given them an order to confiscate the funds.

Some EFCC operatives involved in the investigation said they are alarmed by the NIA’s claims because the apartment where they seized the funds had no NIA paraphernalia and that some of the currencies found in the apartment were scattered in the wardrobe. They said the only “covert operation” they could think of would be an honesty test to determine if the EFCC operatives would tamper with the funds

Several commentators have said the latest twist by the NIA might suggest that the owner or owners of the funds are powerful members of the Buhari administration or somebody with close ties to the administration.
A source at the President’s office stated Thursday evening that the EFCC had submitted an interim report to President Muhammadu Buhari on the cash scandal that has dominated local and foreign coverage of Nigeria for more than two days. According to the source, Mr. Buhari instructed the EFCC to lodge the funds in the Central Bank pending the conclusion of investigations.

When the President was informed of the claims that the money belonged to the NIA, the source said Mr. Buhari was “alarmed at such claim saying that he did not expect any Nigerian government agency to keep government funds in a private house, no matter the nature of its operations.”

However, the DG of the NIA, Mr. Oke, reportedly met with President Buhari last night to state his side of the story. During the meeting, he presented documents to back up the claim that his agency owns the money in a project that had been certified, approved and funded by former President Goodluck Jonathan’s administration. Mr. Oke told the President that the National Security Adviser, Babagana Monguno was fully briefed about the project and its progress. The meeting ended with President Buhari asking Mr. Oke to reapply for fresh funding for the project while the EFCC deposits the funds at the Central Bank of Nigeria for now.

The Attorney General of the Federation, Abubakar Malami was said to be present at the meeting however when SaharaReporters reached him on phone this evening he claimed he had not been officially briefed to get involved in the matter. He said he was at the Presidential Villa yesterday to see Mr. Buhari but that his visit had no “official” bearing with the NIA issue.

Also, speaking anonymously with SaharaReporters, a top NIA official denied that the agency had made a formal claim for the haul of cash. He said he had not been able to reach the DG today to “confirm or deny” press reports that the NIA was laying claims to the funds. He asked our reporter to send questions via text messages to enable him to get a response from the DG of NIA. As of press time, he continued to plead that he had not been able to reach Mr. Oke. Even so, he expressed surprise at the swiftness with which a report emerged linking the NIA to the funds.

Meanwhile, two of the whistleblowers who alerted the EFCC to the funds said their lives could be jeopardized, as they had no security protection.

Apple Inc filed a $1 billion lawsuit against supplier Qualcomm Inc on Friday, days after the U.S. government filed a lawsuit that accused the chip maker of resorting to anticompetitive tactics to maintain a monopoly over a key semiconductor in mobile phones.
Qualcomm is a major supplier to both Apple and Samsung Electronics Co Ltd for "modem" chips that help phones connect to wireless networks. The two companies together accounted for 40 percent of Qualcomm's $23.5 billion in revenue in its most recent fiscal year.
In the lawsuit filed in U.S. District Court for the Southern District of California, Apple accused Qualcomm of overcharging for its chips and refusing to pay some $1 billion in promised rebates for chip purchases. Apple said in its complaint that Qualcomm withheld the rebates because of Apple's discussions with South Korea's antitrust regulator, the Korea Fair Trade Commission.
"If that were not enough, Qualcomm then attempted to extort Apple into changing its responses and providing false information to the KFTC in exchange for Qualcomm's release of those payments to Apple. Apple refused," Apple said in its lawsuit.
Qualcomm did not immediately respond to a request for comment on the Apple lawsuit.
The KFTC fined Qualcomm Inc 1.03 trillion won ($854 million) in December for what it called unfair practices in patent licensing, a decision the U.S. chipmaker said it will challenge in court.
In February 2015, Qualcomm paid a $975 million fine in China following a 14-month probe, while the European Union in December 2015 accused it of abusing its market power to thwart rivals.
In Washington on Tuesday, the U.S. Federal Trade Commission filed a lawsuit against Qualcomm, saying the San Diego-based company used its dominant position as a supplier of certain phone chips to impose "onerous" supply and licensing terms on cellphone manufacturers like Apple and to weaken competitors.
Qualcomm said on Tuesday it would contest the FTC complaint.
Qualcomm was the sole supplier of modem chips for Apple’s phones until the release of the iPhone 7 in September. Intel Corp supplied about half of the modem chips for the newest models, said Stacy Rasgon, a senior analyst at Bernstein Research.
Apple made the move around the same time that Samsung, which had switched to using its own internal chips for its Galaxy S6 phones, returned to Qualcomm for the Galaxy S7.
Qualcomm "has been able to manage through (the Apple contract loss) pretty well because they got back Samsung at the same time," Rasgon said.
Apple is known for seeking multiple suppliers to keep prices down, said Jim Morrison, vice president of technical intelligence for TechInsights, which tears down devices to analyze their parts.
"It promotes competition in the supply chain because everybody wants to be the dominant supplier to Apple," Morrison said.

The soft keys try to work sometimes and this makes my phone to freeze leaving only the power and volume button to work

The moribund Cocoa Processing Company in Ede, Osun state, on Thursday received a lifeline with the intervention of two Chinese firms who have promised to resuscitate the comatose industry.
This disclosure was made when the Chinese firms paid a courtesy call on the governor of Osun, Rauf Aregbesola, at the Government House in Osogbo.
The resuscitation of the cocoa products company is expected to create jobs and generate revenue for Osun state, which has been hit by severe budget crisis that has left government workers without salaries for at least seven months.
The two China-based companies -Skyron Corporation and Golden Monkey Group of Company – promised that production will commence at the cocoa factory in the next six months.
David Shi, who led the Skyron group, said the company has been in the business of cocoa processing in the last 10 years and that their firm is similar to that of Ede.
He held that the company was sure of turning around the moribund cocoa processing company in no distant time.
According to him, “Cocoa processing industry is not a new terrain to Skyron having been engaging in similar sector and company in the last 10 years”.
“Skyron group had a turnover of $6.4billion in the year 2014 with visible investment in agriculture and construction sector established across the world including Lagos and other states in Nigeria”.
Also, the head of delegation of Golden Monkey Corporation of China, Liu Jin Hiu, assured that aside resuscitation of cocoa industry, a Confectionery Company will also be established.
Mr. Liu also added that the group was ready to embark on massive production of cassava as raw materials for the confectionery.
He said, “Golden Monkey Corporation remains the number one producer of candies and chocolate in China, reviving the cocoa processing company in Ede will not be a problem.
“The partnership with the government of Osun in reviving the cocoa project will end up being a win-win partnership project. We have several investment companies in West Africa, especially Cote D’voire with 55 additional branches throughout the world.”
In his remarks, Governor Aregbesola disclosed that the Osun state was ready to provide an enabling environment for the investors, urging them to consult him whenever they have challenges in pushing ahead the investment.
The governor, who also spoke on cassava production and processing, said the state is the largest producer of cassava in the country.
He assured that land and personnel already committed to cassava cultivation and investment are guaranteed, saying the government will look forward to a speedy revival of the cocoa processing company in Osun.
Mr. Aregbesola also advised the foreign investors to be up to date in the use of technology and equipment by replacing the obsolete machinery in the moribund company.
“We hope that with result-oriented activities and hard work, your company should hit the ground running as we are committed to ensuring that your investment will yield profit as operation commences,” the governor said.
“We desire for others what we desire for ourselves. We therefore challenge you to allow activities to start at the Cocoa processing company in Ede latest November this year.”

Nigeria is arguably the worst-run of the world’s major countries. Oil-rich but corruption-ridden, it has more poor people than China (even though its population is only one-seventh the size) and an average life expectancy of 52 years. There are pirates and armed militant groups in the south, sectarian conflict across the tumultuous “middle belt,” and the bloody Boko Haram Islamist insurgency in the north.Despite these dismal realities, the city of Lagos — until recently one of the world’s hardest places to govern — seems to have turned a corner. Although Nigeria’s largest city remains slum-ridden and poor, its governance has steadily improved since civilian rule returned in 1999. Public transport is better, the streets are cleaner, services are more reliable, and the climate for enterprise has improved. City officials, on the other hand, must prove themselves by delivering specific services to their constituents. Given how quickly urbanization is transforming the landscape of many countries — nearly half of all people in the developing world now live in cities — a city-centered approach also offers the best way to improve the lives of the people living in these places.What are the hallmarks of Lagos’s success, and are they replicable? Things began looking up in 1999, when democracy and regular local elections returned to Nigeria. Unlike the country’s national elections, which have long been about which elite will control the state’s vast oil wealth, local contests force candidates to compete in finding solutions for local problems, yielding better leadership in the process.In Lagos, the positive effects of this dynamic are clear. Traffic jams have been reduced. Roads are better maintained. Traffic lights work. The city is building expressways and even a light-rail system. Buses have their own lanes, part of Africa’s first rapid-bus system. Playgrounds are under construction. Improved lighting has contributed to better policing. Petty crime and even armed robbery are down. Community service programs mean that local toughs are sweeping streets and directing traffic. Foreign companies that once steered clear now flock to sell to Lagos’s huge population. Consumer giants such as Procter & Gamble, Nestlé, and Guinness have come to town. Investors are developing real estate, especially for the moneyed class.Structural factors are key. Change is easier at the urban level because devolved power and regular elections affect local political dynamics so squarely. Tighter boundaries, the tendency of urban life to blur identities, and a need to raise revenue locally produce better political incentives and more development-focused leaders.Nigeria’s federal system, adopted after a brutal civil war in the late 1960s, gave regional governments such as that of Lagos State far more authority than is devolved in most developing countries. Greater authority enabled Lagos’s leaders to promote progress, and drew a better class of candidates for public office.As a result, the city has been blessed with good leaders. Both Bola Tinubu, governor of Lagos State from 1999 to 2007, and his successor Babatunde Fashola, a plain-speaking 50-year-old lawyer, have been vital to the city’s turnaround. The latter, one of the few popular politicians in a country where they are usually despised, was reelected in 2011 with 81 percent of the vote.
