Budget: Dogara only saw details last Tuesday The mysteries surrounding the 2016 budget detailsappear inexhaustible after it emerged yesterday that Speaker Yakubu Dogara of the House of Representatives saw the breakdown only last Tuesday, six days after they were submitted to President Muhammadu Buhari by theNational Assembly. The figures contained in the budget details sent to the President for him to sign the Appropriation Bill into law are already worsening the delicate relationship between the executive and the legislative arms with indications that Buhari is unwilling to append his signature until amends are made. Presidency sources accused the National Assembly of removing entirely or reducing drastically the costs of some of the key projects in the budget proposals. It was unclear last night whether the president, who returned from a weeklong visit to China earlier in the day, had decided to return the budget to the National Assembly to correct what most ministers call mutilation or sign it the way it is and send a supplementary budget later. Vice President Yemi Osinbajo and the ministers are said to be awaiting the President’s final decision on the issue although most of the Federal Executive Council members are in favour of the return of the bill to NASS. Fresh projects worth about N50billion are the latest hidden votes uncovered by the Executive in the budget details. Sources said yesterday that Dogara has had talks with the VP on the confusion. A principal officer in the House said: “From the agitation in the National Assembly by members on Wednesday, the row over the budget could have been messier. “This is why the Speaker is leading the initiative to review the budget details. Were it not for his maturity, the House would have been thrown into turmoil over the budget.” Responding to a question, the source said: “Dogara did not see the budget details until he convened the House leadership meeting on Wednesday. All the principal officers were even asking for the details at our meeting. “The Appropriation Committee deliberately shielded the details from the House leadership and members as if the committee were an independent arm of the chamber. “Many House members were treated with disdain by the committee. Dogara felt our pains but he applied wisdomto keep the House united.” Separate sources said some ministers have discovered that allocations to many projects were either cut or. swapped without consultations with relevant committees in the Senate and House of Representatives and members of the Appropriation Committees in the two chambers. One such source said: “Some parts of the budget have been mutilated and are not implementable. Some projects were swapped or diverted to areas where they are not needed. “We also discovered that votes for a few projects were slashed and allocated to some self-serving demands of some lawmakers. About N50billion worth of projects were inserted into the budget outside the proposals of the Executive and without rubbing minds with the relevant MDAs. “From the look of things, only President Muhammadu Buhari can give the final say on whether to ask the National Assembly to review the budget details or to assent to the Appropriation Bill and opt for supplementary budget.” |

Each time NNPC plan to distribute fuel via Pipelines, that is when the vandals and oil thieves resume their activities. KACHIKWU believes that the sabotage against the smooth distribution of fuel and oil theft have great accomplices within the NNPC itself. Some people within the corporation alert the vandals each time fuel is transported through pipeline. Whenever pipelines are not in use, no vandals, no theft. Therefore, he decides to post the current staff at the pipeline section to another section without losing their ranks and also to rotate workers who will be working at the Pipeline units. The workers will not even know when they will be on duty.....because we must stop these tanker drivers menace and pollution, accidents, deaths on our roads! Except transporation of petroleum product by rail is ready to take off, pipelines must be put to productive use. The staff of NNPC working at the Pipeline section said no one can remove them or post them to other sections........Where in the world can this rubbish be taken from employees. .. PENGASAN and NUPENG are also in solidarity with these incredible workers.Did they bury their placenta at the Pipeline section of the NNPC Obviously, they have formed their sabotaging empires around our pipelines. .....Anyone who doesn't want to be posted out from a section can just resign and go! Saraki Sets To Resign As Loyalists Mount Pressure; PencilS 2 As Replacement. Ahead of the expected judgment of the Code of Conduct Tribunal, following yesterday’s commencement of his trial over false assets declaration when he held sway as governor of Kwara State, Senate President, Bukola Saraki may throw in the towel by resigning from his position any movement from now. In other not to be humiliated while on the throne, some senators including those who had vowed to remain with him to the end of his trial at the anti-graft court, yesterday, asked the Senate President to consider the resignation option so as to save the Senate, as an institution. It was gathered that the option was thrown to him at a special meeting held by a group of some loyal senators, who followed him to his Maitama residence, shortly after the end of yesterday’s trial at the court. But as Saraki is considering the option, senators of the ruling All Progressives Congress, APC, appeared to be at loggerhead with their counterparts in the opposition Peoples Democratic Party, PDP, over the Senate President’s successor. While the APC senators are insisting on producing Saraki’s successor, those of the PDP are favorably disposed to anointing one of their own, a development that has further polarized the Red Chamber. A senator of the PDP fold, who spoke to Vanguard late yesterday, but on condition that his identity would not be mentioned, said Saraki was given the option of resigning basically to save the institution of the legislature. ‘”I can confirm to you that at a special meeting held yesterday, we asked the Senate President to consider the option of resignation. “We believe that doing so would preserve the institution of the Senate, “he said, refusing to speak further. Asked whether the Senate President was considering the resignation option, the lawmaker said ‘” this was just thrown at him this evening. We believe that he would do the right thing.'”. HARD TIMES UNDER BUHARI NOT A SURPRISE. By Yusuf Idris Amoke. No light, no water, no fuel, no food, no no no is the chorus sang all over the country at present. No doubt that times are really hard, but every man who sees beyond his nose can see a silver lining in the cloudy future. The hope that keeps a pregnant woman going, is knowing for sure that the pains will be over after a period of time. This hope is what keeps her alive, strong and up and doing. After more than 50 years as an independent nation, 3 republics past and 16 years wasted in an uninterrupted democracy, Nigerians for the first time elected a leader that didn't emerge by chance- but by a conscious attempt to being the president of the country. According to history, no Nigerian leader had emerged from a conscious preparation to being a president except President Buhari. Sir Abubakar Tafawa balewa the first and only prime minister of Nigeria never dreamt or prepared to lead Nigeria when he did, it was a chance provided by the great Sir Ahmadu Bellow the Sardauna of Sokoto who had every chance to become the prime minister but rejected, and sent his deputy at party level to fill in that space.Alhaji Shahu Shagari became president after Obasonjo willingly relinquished power to a democratically elected president. Then, he was vying for a senatorial seat but the calculation changed and he found himself on the presidential seat, the rest is now history. Ernest Shonikan came into power only to fill a vacuum created by the annulment of the June 12, 1992 elections by the them military president Gen. Ibrahim Babangida. Chief Olusegun Obasanjo's prison to president miracle is a well known story, and how he literarily dragged the unwilling and ill Umaru Musa Yar'dua to presidency is also a well known story. Sooner than we all thought, Goodluck Jonathan became a child of necessity- this necessitated his emergence as president of our country without ever preparing for the challenge of being a president. It took him almost his entire tenure to learn the act of being a president. Gen. Aguiyi Ironsi, Gen. Yakubu Gowon, Gen. Murtala Muhammed, Gen. Olusegun Obasanjo, Gen. Muhammadu Buhari, Gen. Ibrahim Babangida, Gen. Sani Abacha and Gen. Abdulsalami Abubakar were all "accidental public servants". Only President Buhari came to power with a conscious attempt to becoming a president. He had plans with a task to building the country from scratch, by firstly identify the menace in the system and deal with it head on. In every system, there is a critical sector that when fixed, other sectors will automatically fix themselves. In the case of Nigeria, this critical sector is corruption. Corruption is a lucrative sector in our system that is responsible for almost all ills and when fixed, insecurity will fix itself, unemployment will do same, power failure will exist only in history books, brain drain will turn the other way round, foreign investor and tourist will find home in Nigeria, and a lot more too many to mention. Isaac Newton's 3rd law of motion states "to every action, there is an equal and opposite reaction" this law explains the hardship Nigerians are faced with today. The action of President Buhari in fighting corruption provokes the reaction of the corrupt to fight back with equal if not more powerful reaction. They are fighting back with their lives.This reaction is responsible for the hardship we are faced with today, but with little more time, am sure they will be defeated because they are the treacherous enemies of the state.Buhari acted by implementing TSA, being a major step to plugging leakages, they reacted by changing their monies to dollars and starching them in suck ways, farms and villages. This resulted in the scarcity of dollar and the free fall of Naira in the parallel market. Buhari acted by reducing pump price by 50k and removing the controversial fuel subsidy, they reacted by creating an artificial scarcity, just to get back to the president with the people's anger. Buhari acted by producing an unprecedented budget with higher capital expenditure, which gives hopes for better days, but they swiftly reacted by paddling the budget, trying to ridicule the government at the detriment of the masses resulting to delaying the passage of the budget. Without a passed budget, it is always difficult to pay salaries let alone do anything significant. Buhari acted by "unbundling" NNPC into 7 units for transparency and accountability, they reacted by cutting off fuel supply chains to power stations, throwing the whole country into darkness for days. They will always follow the Newton's law, in an effort tobring back corruption while we will always be at theoffensive to stamp out corruption. A little more patience isjust what is needed. |

I believe strongly there will be no imposition and no impunity. As a party, we show our democratic disposition during the last presidential election. We lost the presidency. We congratulated the winners and we peacefully handed over power. “Today, other countries are emulating the PDP. We expect the same thing to happen at the various congresses. Let me also use this opportunity to appeal to Nigerians to consider the Peoples Democratic Party for the 2019 presidency.” Meanwhile, the Board of Trustees (BOT) of the PDP have vowed to resist any move by the party’s national chairman, Ali Modu Sheriff or his loyalists to extend his tenure beyond May 21. Acting BOT chairman Senator Walid Jibrin yesterday, March 29 warned that any move by Sheriff to covertly extend his tenure beyond the agreed date could throw the party into trouble, The Nation reports. Jibrin reacting to alleged moves by Ali Modu Sheriff to either remain in office or make sure that the office of the national chairman is zoned to the north-east in order to enable him retain the seat, urged the former Borno state governor to ignore those he described as sycophants and praise singers and to vacate the seat after the party’s national convention. |

Ekitigate: You can’t escape Justice, APC tells Fayose The All Progressives Congress (APC) in Ekiti State has responded to Governor Ayodele Fayose’s allegations in his press conference in Lagos purporting that APC was planning to illegally use the Supreme Court to upturn his mandate in favour of the party. The party accused the governor of blackmail, saying his fraudulent and pre-emptive tactics will not stop justice from taking its course in the resolution of the biggest electoral fraud in the history of Nigeria. Publicity Secretary of APC, Taiwo Olatunbosun, said in a statement that Fayose’s alleged fraudulent attempt to draw the support of the international community to poll fraud was an impish attempt to legitimise fraud, stressing that the same international community had since realized that world leaders were also victims of Fayose and Peoples Democratic Party’s (PDP’s) fraud by misleading them in Fayose’s electoral victory in Ekiti State. “Even though the international community declared that Ekiti poll that produced Fayose was fair, the same world leaders have since changed their position after listening to Ekiti poll fraud tape as secretly recorded by Captain Sagir Koli detailing how Fayose and PDP leaders rigged the election, including Fayose himself talking in the tape on how he collected INEC soft copies and got them printed to win the election,” Olatunbosun explained. He added that the governor was running away from his shadow after failed bids to beg President Muhammadu Buhari who he abuses daily. “Why did Fayose try to pressurize members of the Military Panel to rescue him? After his emissaries returned empty- handed in their failed bids to achieve their aims, Fayose has now resorted to blackmail, accusing the President of trying to destroy democracy and we wonder who among him and the President is the enemy of democracy. “This is the man that sacked the court and beat up a judge. This is a man that used seven members to impeach a Speaker and closed the House of Assembly against 19 members of the Assembly for six months. This is a man that ran all opposition politicians out of town during elections and launched relentless attacks on opposition candidates during election,” Olatunbosun said. He said Fayose should explain to Nigerians and the international community what he meant in the Ekiti poll fraud tape where he said he collected INEC soft copies that he printed to win his election. He said: “Besides declaring in the tape that he collected INEC soft copies that he printed, Fayose also said in the tape that a collation was done days before the election in Efon-Alaye and we want to ask whether Efon-Alaye was the collation centre for Ekiti governorship election and whether it is not a fraud to collate the result of an election that had not been held. “If a criminal case that is taken to court and the court assumes jurisdiction to try that criminal case is what Fayose would call illegality and destruction of democracy, is it printing INEC soft copies and collation of results days to the election that is legal and a boost to the practice of democracy in Nigeria?” The party said no amount of crocodile tears shed from one television house to the other and blackmail of the ruling party would make him escape justice in the resolution of Ekiti State election fraud. |
