Lagos State Government Tuesday, affirmed that the indefinite closure of Lagos State University, LASU, following the crisis rocking the institution will continue until the unions, students and management agree to maintain peace henceforth. Special Adviser to the Governor on Education, Fatai Olukoga, who made the remarks at a news briefing in Alausa, Ikeja, warned that government would no longer tolerate indiscipline on the parts of the students, lecturers and other stakeholders in the institution. However, Olukoga said it is wrong for the students and staff to demand for the sack of Vice Chancellor of LASU, since his appointment was based on merit and due process. He explained: “LASU was established by law, which gave the management, the governing council board to run the university. When there is a problem that they cannot resolve, that is when it is brought to the Governor for him to intervene. So let’s get that clear. we don’t just dabble into LASU crisis because we have a statutory Governing Council who are competent and capable to handle matters of the University. “The crisis in LASU is that, you cannot dictate to your employer to sack anybody. When they came that they don’t want the Vice Chancellor, we said, look, it is wrong for you to say that we should send the VC packing. That if you want to do convocation or anything in LASU, you must appoint an Acting VC. “Imagine if you run a company by yourself and somebody you employed, wakes up one day and says you should sack the MD, or somebody who the CEO employed and the person rose from the rank and he got there because he’s a unionist and then he got there and he says sack the CEO. I think we have to have a rethink. “The problem of LASU is just overbearance of our unions both the lecturers, the management and the students. “ So the delay in opening the school is the fault of LASU Union and Students Union, unless they go back and have a sense of reasoning before the school will be reopened.” The Special Adviser also said 19 Lecturers in LASU were found to have questionable Doctorate degrees noting 17 of them have been cleared before a panel except the Chairman LASU-Academic Staff Union of Universities, ASUU, Chapter “who decided to go to court.” He also blamed the delay in the reimbursement of hike in school fees of LASU students on inconsistency on the part of the management of the institution. www.vanguardngr.com/2015/05/lasu-to-remain-closed-until-lagos-govt/ cc: lalasticlala |

Lagos—The administration of Governor Babatunde Fashola of Lagos State generated total revenue of N2.433 trillion through Federal allocation, Internally Generated Revenue, IGR and others in the last eight years. 1000-naira-notesIt also spent over N2.7 trillion in providing infrastructure and other economic needs for residents during the period under review. Commissioner for Economic Planning and Budget, Mr. Ben Akabueze, who disclosed this yesterday, in Alausa, Ikeja at a briefing explained that the total revenue generated represents 89 percent of the total expenditure by the government. According to him, “The total revenue generated by the administration is N2.433 trillion through Federal allocation, Internally Generated Revenue, IGR and others, representing 89 percent of the total expenditure by the government. The aggregate budgetary expenditure in the last eight years by the present administration is N2.749 trillion.” He explained “What these translate to is that only 11 percent of the state’s expenditure has been funded from debt. Of course not all the revenue was generated through IGR. Only 59 percent (N1.4 trillion) of the budgetary expenditure was funded through IGR.” “The government through the ministry in the last eight years certified 8, 961 projects/programmes valued at N1.132 trillion.” Akabueze stated that the bulk of the projects were done last year, saying “the sum of N39.675 billion was issued as pre-payment certificates.” The commissioner noted that the average budget performance over the period stood at 79 percent, adding, “the claim that the state is operating on loan is not true.” According to him, “Average sectoral allocation of the budget from 2008 and 2015 are: General Service; 23.70 percent, Public Order and safety; 3.12 percent, Economic Affairs; 31.58 percent, Environmental protection; 8.56 percent, Housing and community amenities; 9.17 percent, Health; 7.66 percent, Recreation, culture and Religion; 1.5 percent, Education; 14.09 percent and Social protection; 0.60 percent.” www.vanguardngr.com/2015/05/lagos-generates-n2-433trn-in-eight-years-spends-n2-7trn/ |

There was confusion at a filling station along the Murtala Muhammed International Airport Road after a female police inspector attached to the Airport Police Command and identified as Mrs. Florence Anih, was slapped by a Nigerian Air Force lance corporal. The lance corporal, who was in a truck marked, Rotary Group 205, was identified as Friday Zadiel. Our correspondent learnt that the incident happened last Wednesday. Zadiel was said to be with another officer, who did not wear a name tag. Our correspondent learnt from an eyewitness that the victim had driven into a branch of Forte Oil Filling Station on Airport Road to fill her fuel tank and discovered that there was a queue, which she joined. However, when it came to her turn, the station attendant saw that her fuel tank was not directly facing the pump. She was reportedly asked to turn her car for the tank to be in direct contact with the nozzle. It was learnt that as she tried to turn as the attendant advised, Zadiel saw her and thought she was attempting to beat the queue. He was said to have ordered her to go back to the end of the queue. In the ensuing argument, Zadiel, who was in full military outfit, allegedly slapped Florence. He was also said to have used his hand to break the windscreen of the policewoman’s car. A witness, who spoke on the condition of anonymity, said Zadiel and his colleague had earlier been given preferential treatment and allowed to fill the tank of their vehicle because they claimed to be on a special mission. He said, “The woman was on the queue and was not putting on a uniform. When it got to her turn, her fuel tank was at the other side of where the nozzle was. “She was asked to turn and as she moved forward, the person behind her quickly filled the space and the attendant pleaded with the woman to be patient. “He attended to the person behind her and was about to attend to her when the air force man came from the back and said the policewoman would not buy the fuel. The air force man said he was on a special assignment.” The manager of the station reportedly intervened and ordered that the woman be served. The witness added that Florence, however, said the officer and his colleague should be attended to since they were on a special assignment. “After they were served, the air force man insisted that the woman should go back to the end of the queue. “He started banging on her car and the woman challenged him. So, he told her, ‘you are stupid’ and the woman also replied him, ‘you are also stupid’ and that was how he slapped her.” It was learnt that the assault resulted in a brawl. PUNCH Metro was told that after the duo were separated, the air force officer, with his fist, hit the victim’s car windscreen and smashed it. Florence’s husband, Mr. Justin Anih, said he had been humiliated by the incident. He said efforts to get the military authorities to punish Zadiel had been abortive. He said, “I saw the base commander, who said it was indiscipline in the service and the man who beat my wife will be made to answer for it. “I also spoke with the unit commander, who said he had sent people to investigate, but nothing has been done. “I am bitter that my wife could be beaten and humiliated in public without provocation. “There is no law in the country that permits him to do that to my wife.” The Command Public Relations Officer, Logistics Command, Nigerian Air Force, Joel Abioye, confirmed the incident. He added that the matter had been resolved by the Divisional Police Officer in charge of the woman division. He said, “I have been informed that there was a minor altercation at the filling station between the police inspector and one of our officers. “But the DPO, under whom the policewoman was working came and the matter was resolved amicably.” The Commissioner of Police, Airport Command, Wahab Salau, did not pick his calls and had yet to reply to a text message on the matter. This is the second time a female police officer would be assaulted by an air force officer on the Airport Road. On January 20, PUNCH Metro reported that a Chief Superintendent of Police, Felicia Victor, was slapped by a yet-to-be identified air force officer attached to the office of the Commandant, Airport Command, Group Captain, Victor Ajiboye. www.punchng.com/metro-plus/air-force-corporal-slaps-inspector-at-filling-station/ cc: lalasticlala mukina2 |

IBADAN—FORMER Petroleum Minister and Professor of Virology, Professor Tam David-West, has said there was never a time the President-elect, General Muhammadu Buhari (retd), said he would reduce the pump price of fuel to N40 per litre as reported some days ago. The don, who spoke with Vanguard in his residence in Ibadan, explained that the N40 per litre was his own preferred pump fuel price and should not have been attributed to Buhari. He said: “I wish to correct a wrong impression carried in the newspapers, entitled, “Buhari’ll reduce petrol to N40-David West.” I did not make such categorical statement and I’m sure that Gen. Buhari will agree with me that I could not have made such a categorical statement. “Gen. Buhari and I have said it times without number that the phenomenon called subsidy is fraudulent. N40 per litre is my own figure which I have repeatedly used in all my write-ups and interviews.” However, while alluding to a comment made by a Texas professor, who said petrol should sell for N35 per litre, he said it was possible for the price of fuel to be reduced drastically if all four refineries were serviced to produce at maximum capacity, adding that for now, the refineries were performing at minimum capacity. One of the antidotes that could make life more comfortable for Nigerians, he said, was the complete removal of middlemen who import fuel, noting that fuel importation must stop. “Nigeria can go directly to refinery owners. We have done it before during Buhari’s time.” When asked if he could serve in the petroleum sector if invited or recommend anyone who could be of service to Nigerians, the erudite professor said it was God “who directs him and leads him on what to do next. “In 1990, I wrote on sabotage theory of Nigeria’s refineries which was published by Vanguard. Our refineries can work, but some people sabotage the refineries. It is not because we don’t have Nigerians who can repair it and turn things around. If that fails, the people who built refineries can repair it. If people in government do it, there will be no more importation of fuel. “I respect Gen. Buhari because he has much integrity and I believe that he would be a good leader. It is true that expectations of Nigerians are very high. No new leader can perform miracles. People should give him time and conducive atmosphere to perform. I don’t believe in 100 days in office, it is nonsense. If you are packing from one house to a new one, will 100 days be enough to settle down. How do you expect a sudden turn-around within 100 days when so much damage has been done for years. “But, it will not take too long before Nigeria would experience that change they crave for. Between the first six months and one year, people would feel that positive change,” he said. On the defeat of President Goodluck Jonathan at the polls, he said he felt so happy that he lost, adding, “I have never supported him and I will not support him because I am an Ijaw man. His policies are very bad,” he maintained. http://www.vanguardngr.com/2015/04/n40-pump-fuel-price-is-my-figure-not-buharis-says-david-west/ |

MAIDUGURI—THE President-elect General Muhammadu Buhari, rtd, Sunday said his administration would accord priority to ending the Boko Haram insurgency to bring stability in the north east geopolitical zone as well as focus on re-activating the Lake Chad. Buhari however said that his third priority would be to deploy the enormous resources in the region through vigorous search for oil along the Chad Basin and parts of Borno State. He spoke at his residence in Kaduna while responding to requests made by Governor Kashim Shettima, the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Elkanemi and some elders of the state who formed the delegation from Borno State that travelled to pay him a congratulatory visit. Buhari said he was very much aware of the problems of the north east region and would not waste time in resolving them one after the other. On Boko Haram, he said his administration will enhance collaboration with neighbouring countries governments like Chad, Niger and Cameroon to curtail the trans- border movements of Boko Haram insurgents, adding that this would lead to the cutting off of supply of arms, recruitment and training of fresh combatants for the insurgents. According to him, the stability of the north east was a must project for his administration even as nothing could be achieved unless peace was restored to the troubled region. The President-elect also assured the delegation that the issue of the receding of Lake Chad would be tackled through the transfer of water from the central African Republic to the lake to boost its use for fishing and irrigation farming. He recalled that he once read a document which raised fears over the receding of the Lake Chad and handed same over to then President Olusegun Obasanjo, pointing out that he was coming in as President, he will handle the matter frontally as the Lake had the potentials to create millions of jobs through irrigation and many other commercial uses it had been associated with over the years. Buhari said he had suggested many years ago, the need to take the search for oil in the north seriously not only to increase the export potentials of Nigeria but also to balance cross regional perceptions and manage agitations so as to enhance the stability of the country. He promised to pay special attention to the economic potentials of the northeast so as to make it attractive for investments. Governor Kashim Shettima who led the delegation had earlier said that they visited Buhari to congratulate him over his historic victory at the polls. and to also remind him of problems affecting Borno State which he already knew. Shettima said the people of Borno felt attached to Buhari given his background as someone that served as military governor in the state, adding that the citizens looked up to him with so much hope because he was very much familiar with their problems. www.vanguardngr.com/2015/04/3-things-ill-do-for-troubled-north-east-buhari/ cc: lalasticlala barcanista Seun OAM4J Ikenna351 maclatunji Afam4eva mukina2 |
ABUJA – All Progressives Congress (APC) has said that it was yet to zone the ministerial appointments, senate presidency and speakership of the House of Representatives, urging Nigerians to disregard the information in the public domain. A statement by its National Publicity Secretary, Alhaji Lai Mohammed, there was no truth in the information making the rounds. Mohammed said that in the true tradition of the APC, all issues of public interest will be handled transparently and conveyed to Nigerians through the usual communication channels. ”No appointments have been made and no offices have been zoned. The main concern of our party at the moment is to ensure a smooth transition and to hit the ground running, in the overall interest of the long-suffering people of Nigeria. ”At the appropriate time, Nigerians will be informed of the appointments made and the offices zoned,”, he said in the statement.
