RESUME REPATRIATION OF DISPLACED NIGERIANS FROM CAMEROON

Nigerians displaced in the North-East who are still in Cameroon would be coming home soon as the Presidential Committee on the Repatriation, Returns and Resettlement of Displaced Persons in the North-East has ordered the immediate resumption of their repatriation.

Vice President Yemi Osinbajo, SAN, who is chairman of the Committee gave the directive on Thursday at the Presidential Villa, during a meeting of the Committee where the report of the Technical Working Group (TWG) on repatriation of Nigerians displaced from the North-East was presented by Governor Babagana Zulum of Borno State, who is also the Vice Chairman of the Committee.

Prior to the inauguration of the Presidential Committee, the National Commission For Refugees, Migrants, and IDPs (NCFRMI) in collaboration with other agencies had repatriated over 4000 displaced Nigerians from Cameroon before halting the operation.

There are thousands of Nigerian refugees in the neighboring countries of Chad, Niger and Cameroon who are due for repatriation to their homes in Nigeria.

Prof. Osinbajo directed that, while the Presidential Committee reviewed the report of the TWG, the Refugees Commission should without further delay resume the repatriation of displaced Nigerians from the Republic of Cameroon it had previously commenced.

The Vice President noted that the repatriation and resettlement of Nigerians displaced in Cameroon and other neighboring countries as a result of the insurgency in the North-East remains a priority, hence the Refugees Commission and other relevant agencies must ensure that the objective was achieved.

Speaking to State House Correspondents later, Governor Babagana Zulum of Borno State, who presented the report of the Technical Working Group at the meeting urged authorities to expedite the repatriation exercise and said “within the last few years, we have repatriated no fewer than 50, 000 people but we still have more than 200,000.’’

He looked forward to the presidential approval to facilitate funding and other logistics required for the re-establishment of the affected communities in Borno State, noting that "the security situation has greatly improved.”

President Muhammadu Buhari, had in February, inaugurated the Presidential Committee on the Repatriation, Returns and Resettlement of Displaced Persons in the North-East, designating the VP as the chair.

Also on Thursday, the Vice President received in audience at the Presidential Villa, a Canadian Member of Parliament, Mr Garrett Genuis.

In a related development, Vice President Yemi Osinbajo has reiterated the call for the use of Autogas in the country, noting that the commodity is a cheaper alternative to petrol, while observing that Nigeria is a bigger gas-producing nation compared to oil.

Prof. Osinbajo stated this when a delegation from the Road Transport Employers Association of Nigeria (RTEAN) paid him a courtesy visit at the Presidential Villa, Abuja, earlier in the week on Wednesday.

He commended the association, restating his support for the adoption of Autogas, asserting that “we have far more gas than oil. We are a bigger gas-producing country than we are an oil-producing country.”

While giving his remarks, the Deputy President of the Association, Mohammed Abubakar Bashara who led the delegation noted that as part of effort to create employment, revive the economy and migrate to cleaner energy, the association recently commissioned 2322 CNG/LNG buses which is economically beneficial for the country.

Also on Wednesday the Vice President Yemi said the National Livestock Transformation Plan (NLTP) approved by the National Economic Council provides the solution to cattle rustling in the country.

Prof. Osinbajo stated this while interacting with executive members of the Miyetti Allah Cattle Breeders Association of Nigeria, MACBAN, who were on a courtesy visit to the Presidential Villa.

The VP urged the Association “to play more active part in the effort to ensure the implementation of the National Livestock Plan and engage in more advocacy to enlighten its members about the programme as a way to douse the crisis in the country.”

In his remarks, the National Secretary of the association Baba Othman Ngelzarma, who spoke for the delegation said MACBAN welcomed and supported the NLTP. It would be recalled that the association was actively involved in the development of the plan by a Sub-Committee of the NEC, chaired by Ebonyi State Governor David Umahi.

The Association then solicited support of the Federal Government to protect its members, noting that more than 10,000 pastoralists have been killed as a result of cattle rustling, banditry, kidnapping and herder/farmer clashes.

In another meeting held virtually on Wednesday with representatives of the Diaspora Professionals for PYO, Prof. Osinbajo said Nigerians must not give up on the dream of a new Nigeria, offering new possibilities and greatness.

Expressing the firm belief in the country’s future, Prof. Osinbajo further noted that “I intend to stay very actively engaged in the politics of our country, because I believe strongly that, if God gives us that opportunity, the change will be swift and we will make a real difference. We must continue to push. If we give up and say let’s see how it goes, we will be much further back than where we started from.”

The Diaspora Professionals for PYO is a group that deployed efforts towards the aspiration of the VP to run for president under the APC platform. The members are accomplished Nigerian professionals across different fields of endeavours in countries across North America, Australia, and Europe, including US, Canada and the UK.

*VP headlines launch of Human Capital Development Strategy Documents in Abuja

*Says: Nothing else is as important as "the happiness, security and general welfare of our populations"

Being the greatest asset for any nation, the most important objectives for Nigeria and other governments particularly in West Africa should be the improvement of the quality of life, living standards and livelihoods of its people, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this today in Abuja, at the launch of the Integrated Regional Human Capital Development Strategy documents of the Human Capital Development -HCD-Programmes for both ECOWAS and Nigeria, by the Core Working Group on Human Capital Development of the National Economic Council (NEC).

At the event which held at the Transcorp Hilton, Abuja, the VP was joined by the Prime Minister of Guinea-Bissau, Mr Nuno Gomes Nabiam; representatives of the Vice Presidents of Sierra Leone and Senegal; and the Vice President of the ECOWAS Commission, Finda Koroma. There were also several State Governors, Deputy Governors and members of the Federal Executive Council.

In his speech, the Vice President emphasised that "nothing is as important as "the happiness, security and general welfare of our populations."

Highlighting the importance of investing in Human Capital Development in any nation, the VP stated that "our people are central to all that governments, private sector and civil society partners do. The most important pieces of work that we can do are on planning and investing in human capital development, healthcare, nutrition, quality education, skills, and jobs."

Butressing the reasons why government should make more investments on its Human Capital Development, including in areas of Health, Education, nutrition, the Vice President noted for instance that "inadequate nourishment results in suboptimal learning outcomes and a lifetime of disadvantage especially in what is becoming a fiercely competitive Knowledge economy."

"Also because idle, youthful populations portend an increased risk of social instability; we must invest in relevant skills as we provide good paying jobs and opportunities."

According to the VP, "the effective use of scarce resources is the thin line between demographic dividend and a demographic disaster."

Whether those resources are judiciously use or used in a manner "that best benefit our people or whether those resources are squandered is what will mean the difference in the dividends we expect for our population or just misery and disaster," the VP added.

Speaking further, Prof. Osinbajo stated that investments in HCD is more crucial at a time when the African continent has the youngest and growing population at about double the rate compared to the rest of the world.

"By 2050 West Africa will have 650 million people. Almost 400m will be young people. And we will have to provide quality basic education and healthcare for them and nutrition," the VP noted.

Observing that Nigeria and other African countries are in a race against time, Prof. Osinbajo further observed that "all these mean that Governments face huge public expenditures, and these expenditures grow as our populations increase daily."

However, despite local and global macroeconomic challenges, there are also opportunities for African governments to harness the potential of its people for further development, Prof. Osinbajo emphasised.

"In these massive challenges lie the incredible opportunities of being the most profitable investment frontier in the world, of becoming the global food basket, of becoming the greatest source of highly trained Human Resources in technology, engineering , sciences and in the creative sector among others," he noted.

The Vice President also recalled that in 2018, President Muhammadu Buhari had initiated the National Human Capital Development Programme charging NEC with the task of addressing the critical issues of citizens’ well being holistically and in an enduring manner.

This directive led to the formation of the NEC HCD Steering Committee and the Core Working Group on Human Capital Development.

"The Core Working Group conducted the landscape analysis and baseline studies. Perhaps one the best development in the journey was the complete buy-in and commitment of the 36 States to the process and the implementation of the strategy, so the future looks good," Prof. Osinbajo added.

Now that the strategy documents has been launched, the Vice President urged governments to show requisite political will and action towards the development of its people as its greatest resource.

"All of these great hopes and aspirations stand or fall around governments and governance. It is the commitment of national and subnational leaders that will determine whether these strategy documents will gather dust or gather momentum.

"Political will and action is what stand between rising poverty and misery of our people, on the one hand, and good governance and judicious use, effective judicious use of scarce resources on the other," the VP noted.

The Vice President then commended the HCD development partners "for their generous donation of time and resources towards the crafting and finalisation of this report."

The development partners include the ECOWAS, World Bank, Bill and Melinda Gates Foundation, Aliko Dangote Foundation, the Foreign, Commonwealth and Development Office of the UK, the United Nations Children’s Fund, African Development Bank, Nigerian Economic Summit Group, and the Nigeria Governors Forum who are members of the Core Working Group .


The VP also acknowledged the support and contributions of "the core line Ministries of Health, Education and Labour and Productivity who have oversight functions for the Human Capital Development Programme’s thematic areas as well as the National Bureau of Statistics ."

In her remarks, Ms. Yosola Akinbi, Head of the NEC HCD Core Working Group , noted that the HCD programme was designed in recognition of the crucial role that Human Capital Development plays in addressing poverty and ensuring sustainable economic growth.

Besides the VP and other ECOWAS leaders present, the event also had goodwill messages and remarks from the Vice President of the ECOWAS Commission, Finda Koroma; Nasarawa State Governor, Abdullahi Sule; Minister of Finance, Budget and National Planning, Mrs. Zainab Shamsuna Ahmed; British High Commissioner to Nigeria, Catriona Laing; World Bank Country Director for Nigeria, Mr Shubham Chaudhuri; representative of the Aliko Dangote Foundation, Hajiya Fatima Wali; Deputy Chief of Staff to the President in the Office of the Vice President, Mr Ade Ipaye; among others.

Other dignitaries included traditional rulers, senior officials in the public and private sectors across the ECOWAS sub-region, international agencies; and members of the diplomatic corps. Awards were later presented to the winners of the HCD National School Competition/Essay and Poetry recitation competitions.

Determined to significantly improve the human development indices in West Africa, the National Economic Council (NEC) chaired by Vice President Yemi Osinbajo, SAN, is hosting an international forum to launch the Integrated Regional Human Capital Development Strategy.

The conference scheduled for Abuja on Thursday June 23, 2022, will have in attendance leaders in the public and private sectors across the ECOWAS sub-region, reviewing strategies on human capital development, while the launch of the integrated strategy document will be the highpoint of the event.

Other partners participating in the forum include the UK’s Foreign, Commonwealth and Development Office; the World Bank; Bill and Melinda Gates Foundation and Aliko Dangote Foundation, among others.

Nigeria’s HCD programme was launched in March 2018 by the National Economic Council (NEC). It conceptualized the HCD programme with the realization that human capital development plays a critical role in addressing poverty and ensures participatory and sustainable economic growth.

The goal of the National HCD Vision - which was launched at an extended meeting of NEC focused on the Human Capital Development in December 2018 - is for “Healthy, Educated and Productive Nigerians by the Year 2030”, with targets across three thematic areas; namely Health and Nutrition, Education and Labour Force Participation.

Ahead of the Thursday’s forum on Integrated Regional Human Capital Development Strategy, Prof. Osinbajo has urged improved cooperation among West African countries to address the issues of healthcare access, out-of-school children amoung other human development indices.

The Vice President stated this today when he received the Prime Minister of Guinea-Bissau, Mr Nuno Gomes Nabiam, on a courtesy visit to the Presidential Villa, Abuja. The Prime Minister is visiting Nigeria to attend a meeting on ECOWAS Integrated Regional Human Capital Development.

Thanking Mr Nabiam for honouring the invitation to attend the conference, the Vice President said “the Human Capital Development meeting is very important, it is an opportunity to share experience and help each other.”

Prof. Osinbajo noted that Nigeria’s “National Economic Council (NEC) has done a lot of work on Human Capital Development, focusing on various challenges including questions aroundout of school and healthcare access.”

The Vice President however acknowledged that the indices show that a lot more work still needed to be done.

Prof. Osinbajo commended President Umaro Sissoco Embalo of Guinea Bissau for his strong support for Nigeria, describing him as a very good friend of the country and President Muhammadu Buhari.

The Vice President noted that Guinea Bissau and President Embalo have always supported Nigeria internationally. He congratulated the country for recently warding off a coup détat and wished it well in all its endeavour.

On his part, the Prime Minister extolled the leadership qualities of President Muhammadu Buhari and Vice President Yemi Osinbajo, stating that “what the President of Nigeria and Vice President are doing inspires us too.”

He extended the greetings and message of President Embalo noting that the President of Guinea Bissau and himself will always work to improve relations between both countries.”

The Prime Minister will also speak at the conference tomorrow.

There will be a more significant impact on Nigerians if professional bodies play more active roles in the implementation of government’s plans and policies, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this on Monday when he received on a courtesy visit to the Presidential Villa, members of the Nigerian Institute of Architects, NIA, led by its President, Arc. Enyi Ben-Eboh.

The Vice President, who made specific reference to the social housing scheme of the Federal Government said the programme would significantly impact more Nigerians if professional bodies such as the NIA play an active role.

According to him, “when we developed the Economic Sustainability Plan (ESP), it was part of our response to the COVID-19 pandemic. We were very concerned about social housing, not just as a way of providing cheap housing for the poorest among us, but also as a way of providing jobs and job opportunities. But I am not so sure we got much response from NIA.

“One of the advantages of professional bodies like yours is to make it possible for a vast majority of our people to get decent housing for instance, finding the cheapest ways of building 300,000 affordable houses.”

Continuing, the Vice President noted that “for the vast majority of Nigerians, the relevance of our professional institutions, especially when it comes to the design and building, must be felt when it comes to the basics. I certainly will like to see what sorts of contributions the NIA will make in developing policies around social housing.”

Prof. Osinbajo then commended the Institute for coming up with the Integrated Infrastructure Research for Development Conference as its contribution to the country’s National Development Plan, noting that situating architecture in the creative industry is apt.

The Vice President also emphasized the need for the building sector to drive the industry and its operations as much as possible, noting that “it is very important that the sector itself drives reforms, regulation and policy.”

Earlier in his remarks, the leader of the delegation and President of the NIA, Arc. Ben-Eboh, while soliciting support of the Vice President for the body, commended the Federal Government for its contribution to the growth of Nigerian professionals by the signing of Executive Order 02 in 2017.

He said “without doubt, Executive Order 2 laid the foundation for the gradual take-off of our nation’s envisioned industrial diversification and self-sustaining economy with 100% in-country capacity utilization and development.”

The NIA President then announced the selection of Prof. Osinbajo as the grand patron of NIA’s Integrated Infrastructure Conference scheduled for October 2022.

During the meeting, the NIA made a presentation on the implementation guide of the Institute’s Integrated Infrastructure Research for Development Conference.

Other members of the NIA delegation included Arc. Mobolaji Adeniyi, 1st Vice President; Arc. Sani Saulawa, 2nd Vice President; Arc. Chioma Wogu-Ogbonna, 3rd Vice President; Arc. Chike Chamberlain Ibeanu, General Secretary, and former President of the Institute, Obong Victor Attah, former Akwa Ibom State Governor; among others.

*VP receives Iconic Humanitarian Award from Jam'iyyar Matan Arewa

It is important for the voices of women to be heard and for them to participate more actively in the development of policies in different sectors as they are major contributors to national development, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this today when he received at the Presidential Villa, Abuja, a delegation of Jam'iyyar Matan Arewa, the association of women in Northern Nigeria.

At the meeting, the Vice President was also presented with the Association’s Icon/Humanitarian Award, in recognition of the VP’s support to the less privileged in society and especially children orphaned by the Boko Haram insurgency in the North East, particularly through the North East Children’s Trust, an initiative championed by Prof. Osinbajo, which set up The Learning Centre in Maiduguri.

While appreciating the group for the award, the Vice President stated that “it is important that your voices are heard very clearly, it is an economic issue. No country in the world has attained economic development without giving equal opportunities to women. Every wealthy nation in the world that has attained greatness has done so because women in that nation were accorded equal rights and opportunities.”

Urging for more collaboration between government and similar private and civil society organisations in addressing issues related to the welfare of children, and girl-child education, among others, the VP further stated that “it is important that the private sector and civil society organisations such as yours, focused on women, participate more actively in developing policies because you are right there, so it is important to collaborate more.”

The Vice President also mentioned the proposed 35 per cent affirmative action for women to be given elective and appointive positions in government, noting that “there is a need for women to be properly recognized and given the rights in society.”

Prof. Osinbajo highlighted the work being done by the At-Risk Children Programme, ARC-P, a Federal Government led initiative in addressing the challenges faced by the vulnerable in society, especially children and young people, nationwide.

(The ARC-P is led by Mrs Maryam Uwais, the Special Adviser to the President on Social Investments.)

In her remarks, the President of Jam'iyyar Matan Arewa and leader of the delegation, Hajiya Rabi Musa Saulawa, said the association of Northern women embraces all women in the Northern region regardless of their tribal and religious differences.

She added that it was founded in 1963 to unite Northern women and improve their standard of living socially and economically, and has branches in all the 19 Northern States and the FCT.

Appreciating the VP for his dedication and commitment to humanitarian causes such as the orphans in the North-East, Hajiya Saulawa said, “this is the kind of leadership our nation deserves, where region, tribe or religion does not dictate the direction of government policies and initiatives. It is as a result of this commitment and dedication that Jam'iyyar Matan Arewa, an institution that looks after orphans, has also decided to honour His Excellency with the JMA humanitarian award."

While also acknowledging the humanitarian work of the wife of the Vice President, Hajiya Saulawa prayed for God’s blessings on the VP and his family.

“Your Excellency, Northern women and children are indebted to you for taking care of our children. All we can do is to pray for you that the Almighty God will bless you and your family abundantly,” she added.

PRESIDENT SETS UP NATIONAL EARLY WARNING CENTRE IN VP’S OFFICE

A National Centre for the Coordination of Early Warning and Response Mechanism has been established with the signing of Executive Order 12 by President Muhammadu Buhari.

The order signed on June 10, 2022 establishes the National Early Warning Centre pursuant to Article 58 of the Treaty of the Economic Community of West African States (ECOWAS) and Article 16 of the Protocol on the Mechanism related to Conflict Prevention, Management, Resolution, Peacekeeping and Security.

Under the ECOWAS instruments, including the 1993 Revised ECOWAS Treaty, each member state is to establish a national early warning centre to address issues related to threats to human security as part of the regional body’s peace and security architecture.

The Nigerian Centre is domiciled in the Office of the Vice President, and with the support of relevant national and transnational institutions, will provide research, analysis and advisory on trends in the human security sector cutting across the environment, public health and governance.

Other areas the Centre will focus on include human rights, food security and crime among others, as well as support government’s responses to emerging situations in these domains.

The President had earlier approved the appointment of Mr Chris Ngwodo as the Director General of the National Centre. Before his last appointment as Senior Special Assistant to the President on Policy Research in the Office of the Vice President, Ngwodo had served as Technical Assistant to the President on Justice, Conflict and Security in the Office of the Vice President.

A lawyer by profession, Mr Ngwodo has worked on conflict, human security, policy and development issues for over a decade. He was a member of the Presidential Committee on the North-East Initiative and has served in various capacities on numerous human security-related assignments.

OSINBAJO CALLS FOR MORE US SUPPORT, CONCERTED EFFORTS TO TACKLE TERRORISM

**American Under Secretary for Political Affairs commends VP’s role in economy, green transition

Nigeria and the United States should collaborate more as there is a need for more concerted efforts to effectively tackle the spread of terrorism, especially in the Sahel region, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this yesterday when he received at the Presidential Villa, Abuja, the visiting Under Secretary for Political Affairs, US State Department, Victoria Nuland, alongside a US delegation including its Ambassador to Nigeria, Ambassador Mary Beth Leonard.

The significance of free, fair and peaceful elections, improving security in the Sahel region, and the adoption of gas as a transition fuel in developing countries, among other issues of mutual interests, were discussed at the meeting.

Highlighting the need for a more comprehensive approach to tackling terrorism in the region and Sahel, the VP noted that the spread of terrorist organisations such as ISWAP, and Boko Haram should be tackled ‘firmly and permanently.’

Commending the US government for providing support to Nigeria in its fight against Boko Haram and terrorism - with the delivery of the first batch of Super Tucano jets and the proposed purchase of 12 AH-1Z Cobra attack helicopters to Nigeria, the Vice President stated that the cooperation between the two countries has been “extremely fruitful and rewarding, especially for us.”

The Vice President also noted President Muhammadu Buhari's administration's commitment to tackling the country’s security challenges and ensuring free, fair and peaceful elections.

“So far, we have seen peaceful elections in the primaries… and as we go along, we will get a firmer grip of the security issues; we must thank you for the cooperation of the American government, that we see so far,” he said.

Restating the need to designate gas as a transition fuel in the global net-zero emissions target by 2060, Prof. Osinbajo noted the importance of climate financing in helping African countries tackle the effects of climate change and poverty.

Also highlighting Nigeria’s energy transition plan, which proposes the adoption of gas as a transition fuel, the VP said “we cannot afford at this point, to defund gas projects in developing countries, especially countries such as ours where we have huge hydrocarbon and gas deposits and made a way for us to transit, and at the same time address poverty and other challenges. This is an area I think we can also work jointly and collaboratively in seeking solutions.”

In her remarks, the US Under Secretary for Political Affairs, Victoria Nuland, acknowledged Nigeria’s advocacy for the use of gas as a transition fuel.

“You are absolutely right about gas; I’ve worked a lot on the response to Russia’s war in Ukraine and the Europeans now understand as they try to cut their dependence on Moscow that they need alternative democratic sources of gas and they are waking up to the fact that Nigeria and others countries can fill that gap needed,” Nuland stated.

She also commended the Vice President for his role in the country’s economic development and the green transition.

“I also want to underscore your role in the economic development of the country and the green transition. And I hope you will give us a sense of the work that you are undertaking now as you strengthen Nigeria’s future obviously through a gas transition to a solar and other green superpowers on this continent and beyond.”

Underscoring the important bilateral relations between the US and Nigeria, Nuland further noted that it was “crucial that Nigeria’s democracy continues to prosper and grow.”

“We have been talking a lot about the upcoming elections and President Buhari’s very important and courageous decision to facilitate a peaceful transfer of power. And we very much look forward from the United States in supporting free, fair and peaceful elections.

“We have to commend the fact that the Government and the President have been sending the message that this needs to be a free and fair election, one that heals and binds the country and one that is safe and secure.”

Nuland, also noted that the US was also very proud of its work with Nigeria in tackling the COVID-19 pandemic (the US government provided millions of doses of vaccines to Nigeria).

Other members of the US delegation included the Deputy Assistant Secretary for West African Affairs, Mike Gonzales; Deputy Assistant Secretary of Defence, Archie Barrett, among others.
