when will the Federal Civil Service begin it's recruitment? I submitted my c.v. since November 2018 to a contact there. But,what he always tells me is that they are yet to start recruitment. I don't know how truthful is this.

and are most of their recruits posted to ministries or agencies?

They government pays after you've passed out. But,you have to serve in one of it's parastatals.
Govt wouldn't pay you when your PPA are paying you.
