Crime / Corruption: ICPC Seizes 62 Houses From One Female Civil Servant by Zobski(m): 5:47pm On Apr 16, 2016
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has disclosed that it has started taking into custody civil servants who live beyond their earnings, adding that it seized 61 houses from one female public servant.
The commission further revealed that it would soon make public list of most corrupt Ministries, Departments and Agencies.
The Chairman of the ICPC, Mr. Ekpo Nta, made this known on Friday while addressing participants of the National Institute for Policy and Strategic Studies at the Abuja headquarters Speaking on the theme, ‘The role of the ICPC in the War Against Corruption: Mandate, Strategies and Challenges’, Nta pointed out that, “We are developing scorecard like Transparency International which rates countries as to the level of corruption of countries. We have developed one for ministries departments and agencies. Hopefully, we know those who will take the first prize.”
He added that once the 2016 Budget is passed, the ICPC would follow every event on how monies will be spent.
He said that the commission had begun prosecuting public servants that live beyond their means.
“From one of the employees of one of the organisations, we seized about 61 or 62 houses in an estate. The matter is in court so I can’t say too much but I want to say that the officer was not a man. the agency.
“We do prosecution but also try to seize the assets acquired (through corrupt means) so that apart from prosecution, we can strip you of the assets within and outside the country,” he said.
Nta also said the ICPC is also investigating cases of sexual harassment by some university lecturers who demand sex from female students in return for good grades.
He noted that in as much as it was the function of the police to handle cases of sexual harassment and rape, it was also the role of the ICPC to investigate cases bordering on abuse of office.
Nta added, “We have special teams that investigate universities here. Quite a number of students that have spent more than the statutory period, like young girls who have spent eight years for a four-year programme because they refused to do what should not be done. We got involved and they have graduated and we are still looking at the possibility of prosecution.”

Pope Francis has taken 12 Syrians, all of them Muslim, back with him to the Vatican after his visit to the Greek island of Lesbos to highlight the plight of thousands of people seeking to reach Western Europe from Turkey.
The three families, including six children, met with Francis on the tarmac and boarded his plane following his five-hour trip to the island on the frontline of the ongoing refugee crisis.

Earlier on Saturday, Francis and the leaders of the world's Orthodox Christians and the Church of Greece visited the Moria refugee centre on the island which has been converted into a closed detention facility as part of the EU-Turkey deal.
Thousands of people are trapped at the camp, waiting to hear whether they will get asylum or they will deported back to Turkey.
"May we... recognise that together, as one human family, we are all migrants," the pope said in a prayer in memory to the hundreds of people of all ages who died in the Aegean while trying to reach Western Europe.
Francis said he wanted the refugees to know they are "not alone" and implored European leaders to come to their aid in a spirit of fraternity and solidarity.
"We hope that the world will heed these scenes of tragic and indeed desperate need, and respond in a way worthy of our common humanity," he said. they were bombed.

Goat Market in Nigeria is one of the biggest in the world and people are making huge profit buying and selling goats. With the hope that you are reading this write-up in a good state of health, I welcome you to goat business.
Livestock marketing is one business that has made many millionaires, and many people are still growing their fortunes through the business.
I know of a guy who drops out of school to join this business when we were in 200L. Although rumors carries it that he wasn’t doing good in school. That aside, the point I am trying to make is that the guy now earns what none of us his colleagues that graduated earns half of (Note: If you are a student, I am not suggesting you drop out of school and go into this business or any other business. If you try that you are OYO.
Nigeria is the leading livestock market in west Africa according to research. The demand for meat in Nigeria is very high. The demand is even greater in the southern cities, where at least twenty species of bush-meat are eaten.
The most common livestock that are dealt with in this business are cows and goats. I choose to write on goats as it requires a very much lesser start-up capital and lower risk compared to dealing in cows.
In this (goat) business, with a start-up capital of two hundred and fifty thousand naira (N250,000), you can earn an average of fifty thousand naira (N50,000) weekly which gives you two hundred thousand naira (N200,000) monthly. I am sure this will sound doubtful to many. Follow me as I present to you the analysis bellow.
Livestock (especially cows and goats) are generally cheaper in the northern part of Nigeria. They are even very much cheaper if you visit village markets in states like Kano, Sokoto, Zamfara and Katsina.
Depending on the physical size, you can get a healthy fully matured goat in these village markets between N6000 – N8000. And if you transport it to Abuja, you sell it to awaiting dealers and get a minimum profit of N2000 (note: transport + other minor expenses have bn considered). This profit is higher if you transport it to Lagos, Kwara, and Porthacourt states ( I don’t know of other states), with profits between N4000 to N5000.
Now follow me in this:
1. Average cost per goat = N7000 x 25 = N175,000
2. Transport to Abuja = N30,000
3. Loading and offloading = N2,500
4. Agents fee per goat = N100 x 25 = N2,500.
Note: If you are a novice in the business, you definitely need an agent to guide you for at least two months. The agents know the village markets better.
They escorts you to the market, and assist you in negotiating/striking the best deal. They even link you up with dealers {if you are taking your goats to Abuja or Lagos} so that you sell your goats upon
arrival.
5. Miscellaneous = N10,000
Total = N220,000.
Now, depending on market trend, selling price at Abuja is between N11,000 to N15,000.
Working with the minimum
Sell N11,000 x 25 = N275,000.
Profit = N275000 – N220000 =______

A fully mature goat weigh about 100 pound and in many places goat sale is measured in pound with each pound going for $1.5. Therefore, 100 pound weigh goat will bring it $150 minimum. If you produce just 500 goats yearly and each sold for $150 minimum, you will be making $75,000 per year. Take away $25,000 as the production cost, you will be left with $50,000 ( ₦8,000,000 ) from just 500 goats as pure profit. Isn’t that great?
Don’t forget that goats take between 2-3 years to mature, in the profit estimate above, I assumed you have passed through the first three years of establishment. The 500 is a big number but very achievable if you take your farming seriously, in all honesty 500 goats per annul after three years is a realistic goal for small scale farmers. You can start smaller and expand gradually depending on the resources available.
Now, how do you proceed to start your own goat farming business in easy and simple way that guarantees profit and sustainability? How do you start off in a cost effective way that ensures you don’t get your fingers burnt. Below are what you need and things you need to put in place to ensure you get started quick and simple.
How To Setup Your Goat Farm
1. Pasture – Acquire a good grazing ground that grows plenty of grass verities. Goats are relatively clean animals. They eat a wide variety of plants that are nutritious to them. They are foragers of weeds and leaves and could eat different types of plant at different season and even days. However, production animals feed on grass, silage, hay and grain just like cattle. Look for where land is cheap and acquire some acres depending on the number of animals you want to keep.
Goats need large expanse of land, they like moving and moving while eating plants that are not too close to the ground to avoid worm infested plants. They like keeping enough distance from each other, this way, they reduce contaminating each other. Goat don’t like over crowded condition, ensure you have enough acres of land for your goats to roam about free while grazing and feeding.
How many goats should be kept in an acre? On a good pasture ground, maximum of 10 goats should be kept in an acre of grazing land, if you intend to keep up to 500 goats, you will need 50 acres of pasturage. Fencing – Construct short perimeter fence round your pasture or barbwire fence, I prefer barbwire to short perimeter fence for obvious reasons – Barbwire is more protective and impossible for goats to scare through while keeping the animal safe from predators. “Goats need protection from coyotes, roving dogs, or even cougars & bears if they are kept on pasture. Some producers use protection dogs to keep predators at bay. Special 1.2m fencing may be required to keep goats in. As goats like to go around obstacles, electric fencing is sometimes used. Many producers provide ‘play areas’ with things to climb to amuse them and to prevent damaging behavior”
3. Housing – Build a suitable house for your goats, house is required to keep them safe from rain and other climate factors like cold. Goat don’t like bad conditions, they like to stay indoor when it is raining, they like to stay under share when the weather is hot, and like to stay outside and graze when the weather is perfect and enjoyable.
Goat likes some measure of privacy when they are indoors, so it is required you build separate houses for few number of goats or you construct it in a way that it will be spacious enough to give each animal some level of privacy. Goats like laying down and chew the cord while resting in a quiet condition. Make sure the housing is made comfortable for them. Some even suggested building dog house for each goat.
4. Species – There are large number of goat breeds suitable for different purposes of rearing. Some are very good for milk production, some are good for the meat, other are preferable for the fiber. However, there species that can combine all that. Some does well in certain area than the other, you need to go for the one that is most popular in your locality, they could be important reason why farmers prefer certain species in your environment. Check the list for available goat breeds in your country and choose according to what you need.
Having decided on the goat breeds to go for, source for healthy kids. It must have history of De-worming and Vaccination. Goat is susceptible to stomach worm and other internal parasites. Get the healthiest of goats possible to start with.
5. Veterinarians – You will need to have appointment with a veterinary Doctors near you for periodic check up and vaccination. This is very important if you hope to keep the mortality at the lowest or completely eliminated. You can use Government agencies near you or appoint a private vet doctor.
With all these in place, you are very good to go in your goat rearing business. Since goat does not necessarily feed on processed animal feeds, your cost of production will be highly reduced because they will be eating natural nutritious plants in their pasture that grows on their own.

According to Imam, Sokoto is one of the beneficiaries of the 100 agricultural projects to be sited in developing countries, as announced by Ji Xinping, Chinese president, during the south-south cooperation meeting held in September 2015.
The statement said the deal will see to the application of new technology for cultivation of crops such as corn, wheat, tomatoes and onions.
"The agreement also provides room for experts from Sokoto and Henan Province to carry out joint analysis and study of climatic conditions, soil moisture status, crop cultivation techniques and plant protection and quarantine. It will also promote lease investment and promotion of agricultural machinery between the two entities," the statement read
He quoted Tambuwal as saying Sokoto has a lot to benefit from Henan province, which is the largest producer of food and agric machinery in China.
"They have some of the best agricultural machinery industries in the world. From simple ones to the complicated. Having gone round the factories and demonstration farms, we will choose the best one for our state.
"Signing this agreement today has given our decision to embrace mechanised agriculture a huge boost. We will quickly work to set up a joint working group to ensure its implementation."
While Umar Nagwari, the state Commissioner of Agriculture, signed on behalf of Sokoto government, King Xue, general manager of Henan Holding Industries, signed on behalf of the Chinese.

ILORIN—Worried by paucity of funds in many states of the federation to carry out developmental projects, the National Assembly has summoned 26 states over the expenses incurred on the federal roads projects executed in their respective states, with a view to ascertaining the facts and figures for a refund.
Already, a total sum of N19 billion is being owed Kwara State by the Federal Government on various federal roads executed in the state from 2004 till date, a development that had denied the present administration the means to execute the intended road projects across the state.
Among the federal roads worked on by the state include Kisi-Kaima federal road, Kosubosu road, Pada- Patig-Rogun, Apado-Ilorin-Jebba, among others.
Vanguard checks revealed that the summon was due to series of petitions sent to the National Assembly on various federal roads rehabilitated by some states of the federation, which are yet to be refunded.
Further checks revealed that most of the federal roads embarked upon by the affected states were done during the administrations of Chief Olusegun Obasanjo, Late Umaru Musa Yar’Adua and Dr. Goodluck Jonathan.
The meeting, it was learned, was called at the instance of the House Committee on Works so as to assist the committee to verify all claims submitted by the states affected by non-payment of funds incurred on some of the federal roads projects.

ABUJA—The All Progressives Congress, APC, has explained its helplessness in the face of the ongoing trial of the Senate President, Bukola Saraki, saying the Federal Government under President Muhammadu Buhari cannot approbate and reprobate at the same time.
South East spokesperson of the APC, Osita Okechukwu, stated this at the national secretariat of the party in Abuja during a parley with journalists yesterday.
On the budgetary controversy surrounding the Lagos-Calabar railway, Mr. Okechukwu imputed that those opposing the project were doing that because of their political calculations for 2019.
The zonal APC spokesman said: “For the avoidance of doubt, we of the South East zone of APC do not subscribe to the insinuation, that those opposed to the project are afraid of the political gains Mr. President will make in the South East and South South.
‘’They allege that if the project sails, coupled with his success on the war against corruption and containment of insurgency, he will be unstoppable. Hence the fear that the two zones may support him in 2019, given the political value of the project.”
Urging the National Assembly not to throw the baby away with the bath water, the party said: “The welfare and prosperity of Nigerians far outweighs political gains. To erase this ungodly insinuation, we once more appeal to the National Assembly not to be caught in the political cross-fire.”
The South East Zone of APC therefore appealed to the National Assembly to let the Lagos-Calabar Railway Project be, saying, “as we have listened carefully to all the cacophony of voices, none has condemned the project as irrelevant or building bridge to nowhere. Let the blame game stop and let the project be. The controversy over the project is uncalled for and an ill-wind which blows no one good.
“Our appeal is anchored on the truism of millions of employment opportunities and economic prosperity which the project will engender. We need projects like the Lagos-Calabar rail to create massive employment and revamp the economy. More so, when the reality is that both the executive and legislative arms are on the same page on the project, then it is of urgent national importance.
“We also understand that the Lagos-Calabar Project is in the China-Shopping List of President Muhammadu Buhari, for Nigeria’s infrastructure renewal."
This being the case, what kind of message are those opposed to the project in the National Assembly sending to the Chinese government if they continue to bicker over mundane procedure? Is it sabotage ?"

Enugu— The Enugu State government is to build 2, 500 houses for low and high income earners, the state Commissioner for Lands and Urban Development, Solomon Onah, has said.
Five hundred of the houses would cost N7.5 billion.
Onah spoke, yesterday, during a ceremony to mark the commencement of the sale of forms for 500 plots of land at the New Independence Layout along the Enugu-Port Harcourt Expressway in Enugu.
He further said that only single family or twin duplexes /bungalows of not more than two floors, including the ground floor would be built in the new layout under Public- Private partnership,PPP.

Lagos - As directed by the Lagos State Government, Public Primary and Secondary Schools in Lagos resumed for the Third term of the 2015/2016 academic session on Monday, but the resumption was marred by low turnout of pupils.
The resumption in some schools both public and private schools visited were deserted, while others were completely under lock and key.
Schools visited included Onitolo Grammar School, Surulere; Ransome Kuti Girls High School, Jibowu; Abina Primary School, Surulere; Akitan Grammar School, Surulere and Gbaja Girl High School, Surulere, amongst others.
Some private schools found to be under lock and key included Multi Grace College, Alimosho and Role Model School, Ikosi.
Also some public school pupils were turned back by their school authorities in Mushin, Ijegun and Alagbado areas, due to the current fuel scarcity.
Some parents said that private school managements had, through text messages, informed them of the postponement of the resumption.
The parents said the managements cited the current fuel scarcity as the major reason for the postponement.
Many of the schools have, however, rescheduled their resumption date to April 18 and conveyed the new date to parents through text messages.
``Dear parents, due to the ongoing fuel scarcity, the resumption date is now April 18. Thanks for your cooperation.
``In compliance with government directive, the resumption date has been moved to Monday, April 18,’’ a text message sent to one Mrs Alice Ayorinde, a parent, stated.
Ayorinde said that her children would spend the additional one week at home, as directed by the school management.
``I got a text message from the management of my children’s school that they will not resume today because of fuel scarcity.
``It is good that schools will not resume today because the cost of transportation has skyrocketed by over 100 per cent.
``It will cost me more and be stressful for the children when we are looking for public transport to take them to school,’’ she said.
NAN recalls that the Lagos State Ministry of Education had on April 9 confirmed April 11 as the resumption date for the third term academic session in public schools in the state.
The State Deputy Gov., Dr Idiat Adebule, who also doubles as Commissioner for Education, in a statement had declared that it was necessary to clarify the resumption date ``based on recent rumour and insinuations that the resumption date has been postponed’’.
Meanwhile, the Lagos State Wing of the Nigeria Union of Teachers (NUT) said that teachers in all public schools in the state had resumed for the term, amidst the fuel crises.
Mr Adesina Adedoyin, the State Deputy Chairman of the union, said that the teachers were ready to resume work, ``despite all odds’’.
Adedoyin said that the academic calendar for the session had been provided and that April 11 had been stated as resumption date for the third term.
He added that any shift in the resumption date might affect the academic calendar.
``The position of the teachers is that we are willingly to work.
``As teachers and parents, we are also feeling the effect of the traffic and the fuel crises and understand the pains of other parents.
``Whatever pronouncement made by the government cannot be altered because it would affect the school calendar,’’ he added. (NAN)

A 19-year-old young man, Sean Williams, has busted the buttocks of his 26-year-old older lover, Tamela Martin, during sex.
Radar Online reports that Tamela was reported to have called 911 after Sean made her butts to explode while they were having sex doggy style. Recounting the experience, she said:

“We was doing it and then he flipped me over and began to tear it up from the back. Asked him several times to be gentle, then I began to beg him to stop. That’s when he started going harder. I felt pressure building up in my booty and it felt like my booty was trippling in size, I felt the skin stretching. It was a pain I never experienced.”
Tamela who recently got butt enlargement injections was rushed to Grady Memorial Hospital after 911 got to the scene of the accident. Williams is however being charged with assault as they claim he ignored her pleas to stop during sex and is therefore culpable.
Officer Doug Davis of DeKalb County Police Department said:
“Even though she knew the risks, Sean Williams was still arrested because he was asked to stop and he disregarded the victim’s request. This has got to be the strangest assault case I’ve encountered.”
Sean Williams has been charged with one count of Sexual Assault and one count of Aggravated Assault. Tamela Martin is still in the hospital and is expected to recover.
