when Jesus comes with the saints as Jude and Enoch say, there will be people on earth that are not yet dead. These people will also reproduce for the 1000 year period. Another thing is that rulers have different level. e.g chairman, governor, minister, speaker, president are all rulers over one another in a way. Another thing is that ruling or reigning can actually be a state and not an act.
