Can anybody here give details of our to go about setting up an in-house sms server and how to go about getting the shortcodes from operators?

hello, to settup an in-house sms server you will need
1 An sms gateway like, kannel or gnooki(smsd - depending on your requirements)
2. A webserver linux or windows
3. build your sms server; this you can do with existing frameworks
rapidsms(written in python for linux), frontlinesms(written in java for windows)

for shortcode operators there are a number of provider out here.
