Communique Issued At The End Of A Joint Nupeng And Pengassan Nec Meeting by bamasite(m): 7:25pm On Dec 11, 2012
The following communiqué has been issued by the Joint Leadership of NUPENG and PENGASSAN (known as NUPENGASSAN) and will like to bring the following to your notice.

1.0 General Note
A Joint National Executive Committee of both groups met in Calabar. The aim was to review certain challenges affecting the National in general and its members in particular. This is with a few to bringing such issues to the attention of all relevant authorities requesting them to address them failing which the NEC will take actions it deems fit.

2.0 Issues in Contention
2.1 Petroleum Industry Bill: that the Bill as currently proposed 1. Arrogates too much powers to the Petroleum Minister and the President 2. Allocates too much proceeds and resources to the Federal Authorities. 3. Does not provide for sufficient incentives for investors. 4. Does not adequately provide for the welfare of members of the Union in the Petroleum Industry among others.

2.2 Fuel Scarcity and Petroleum Refining: The Group 1. Frowns at the continued existence of fuel scarcity in the country and Government’s unwillingness to ensure the adequacy of refining capacity for local use. 2. Calls on relevant authorities to commence immediate Turn Around Maintenance of the Refineries.

2.3 Roads: The Group complained of the poor state of roads in the country that has continued to claim the lives of its members and calls on Government to have them fixed failing which it will ask its member petroleum tanker drivers to withdraw their services.

2.4 Subsidy Re-Investment Program (SERE-P): They contend that the sums allocated in this regard have had no impact on the standard of living of the generality of Nigerians. It calls on the Federal Government to make public how much fund has been released, for which projects and evidence that the projects have been done.
