Getting tired of job search, I decided to go entrepreneurial. Fortunately, I got my first contact. The company asked me to write a proposal and a quotation on a letter headed paper. So I had to make one. After the completion of the contract, I was paid in cheque. On my way home, I was interrogated but wasn't arrested till the police officer saw the cheque. He started quoting the law that it is a criminal act for a citizen to produce a letter headed paper for an unregistered company/Business.
I still have some CAC stuff in my head but I couldn't place it.
At the end, I parted with some amount of money. I got the officers name and his number.

Please help me out. Is it true that it is a criminal act for a citizen to produce a letter headed paper for an unregistered company/Business?

I hate been cheated.
I need your insights please.
