I'm not sure Facebook offers impressions. I believe you get that only on Google Adwords or maybe I just didn't notice.
As for rates, you choose how much you like to bid per click and make it fall within your bugdet.
The higher your rate, the more impressions your ad will get. Low rates get's low ad impressions. For instance if you bid $1 per click then your ad is likely to get less impression than another one who bids $5 per click. That means the guy who is willing to pay $5 for each click will get his ad's shown more often.
As the case may be, you still get what you want from Facebook ad's and the good thing is you can set a daily budget with which Facebook stops impressing your ad's once it's exceeded.
So if you bid $1 per click and set your budget at $100 daily, then Facebook stops impressing your ad's when you get 100 clicks which equals $100 (your daily budget) continues the next day.

Cost per Click (CPC), Cost Per Mille (CPM).

1 mille = 1000 Impressions

Cost Per Click (CPC) is better. The amount you pay per click is actually based on Facebook's algorithm but your bid price and daily budget. also have an impact.

So, let say you bid $0.50 per click and $10 per day as daily budget. That means that the minimum number of clicks you will get daily is 10/0.5= 20 clicks per day. You could get marginally higher clicks if Facebook decides to charge you less than $0.50 based on their valuation.

The key to success with Facebook and online advertising is your landing page, which is the page your advert directs to. How effective or catchy is it?

Your adverts under CPC will continue to run until your budget is exhausted, so your impressions (number of times your advert appears on pages) tend to be high, the same for conversion rates too. Conversion means getting people who clicked to do exactly what you want them to do.
