arbitrage: I think it is better to have static IP address rather than dynamic IP that changes from time to time. If you have VPN service that is constant, it will be better. The browser I was unable to upload before has option to choose the country and city but opera mini can change daily but usually back to what it was before. I wouldn't know how often Blackberry changes.

Nonetheless, I have accessed Paypal from both workplace (constant static IP) and also from home on my opera mini browser tablet, without issue till now. May be it is because it is still foreign IP that helps BUT static IP is advisable if you can. Thank you

Using static IP i.e IP that doesn't change which can also be called Dedicated IP is the best especially when you are using same IP to open,verify and be accessing your PayPal account will give you say 80% success while other 20% will be attributed to precautionary measures which most people aren't aware of or let me say do ignore or take with levity.

Another great secret is for you to get a valid USA phone no for opening your PayPal account from onset if you can afford it though not expensive with which you can reach paypal anytime and paypal can as well reach you via phone call or text all for free.
You can easily resolve any issue with your PayPal even when limited by contacting them via email or better still calling up their customer care while you've logged in into your PayPal because you'll be asked to type or mention a one-time passcode which you can only get in your PayPal only if you log in.

Yes!you can but you must contact Payoneer first that you want to be using your card[ACH USA Bank account] to withdraw from PayPal and you'll requested to provide your ID and the screenshot of your paypal acccount with some funds in it before it will be activated.

Note that the name on your PayPal must tally with the one on your Payoneer card/account.

arbitrage: Yes, you can still add another card to the paypal account opened for you provided the opener gave you the administrative login details to the account. Your password to the account enables you to add other cards and addresses to existing account in your paypal account section.

As for other payoneer card from partner, it will not work unless you get in touch with the partner you got it from to re-activate your account with them. I also had one from oDesk.com before and it got deactivated when I did not use it. But when I then realized that Payoneer offers directly to users, I re-applied to Payoneer directly. So, the choice is yours to get in touch with the partner for re-activation and then work with them to earn into your card or get a new one from Payoneer and load it from your naira mastercard or visa card.
