This is how I solved mine. I went to Control Panel, turned off automatic updates. Then went to my antivirus, Avast, set update connection to a proxy that doesn't exist or isn't in use. I set it to HTTP, 127.0.0.1 Port 9661 and saved, viola! its all over.

I don't have antivirus, if i connect without even opening Google Chrome for 3 minutes, am already using about 17MB

Windows 8, by its nature, is always connected. All them Metro apps are silently updating every second: the news app, bing, mail, even the App store. So if you don't want "wasted" MB, go back to 7.
I am planning on doing that (not because of data, I'm just bored).

I guess Microsoft never had us Africans on mind when developing this OS, especially here Nigeria, we pay through our nose for megabytes & gigabytes... Anyway, bro I will consider downgrading, only problem is i hate old versions, i like to always upgrade esp when is available...

Les I forget, go to Internet Explorer, and change the LAN settings. Make it use a proxy that doesn't exist. That automatically pauses everything. You can set to 127.0.0.1 port: 9897, etc. This will help. When am not browsing and mine is connected, it doesn't take any data, not until I load a page.

I think it's cos of the tiles at the start menu like Bing, weather, news etc. There should be a way to turn it off. Go towards the top right corner of your screen whining the start menu And click settings. Then I think you should see tiles. Turn it off from updating. There may be other options there too. Also try setting your windows update on The control Panel to never or whichever option that suits you.
