your device needs to be jailbroken.
add the repo as shown in screenshot,
refresh cydia
search for "celeste 2" and install.
now you have a working bluetooth file transfer. i have tested with a nokia phone, PC, and it works.
if you like the app and it makes you happy, you can show the gesture by contributing to the developer. its not a free app, but its free in that repo. appreciate the efforts of developers to keep them going. to buy it, download it from the inbuilt cydia repo (BigBoss repo).

Try to pair the devices before transfer.. Makes it easier

This doesn't work on iOS7 for now, so don't update if you depend on it.

Where can I jailbreak my phone because version is 6.1.3 and I hav call some expert on iPhone and dey told me dere is no jailbreak for dis version

Yes. You are better off on ios7, as there's a looming jailbreak in the kitchen smiley
