We may be skeptical but the major truth is that price of imported goods can't be generalized to all food prices, cos we have to take cognizance of local produce foods.
Lagos has some form of price discrimination & the price of farm produce is relatively high in lagos compare to other states that's why many of you wonder the % decrease in the statistic.

Increase in availability of food is quiet attainable but for this foods to have decreased in price to the extent of affecting inflation rate is questionable for me.

If the tuber products which are household food is available now than last month or the prices are lower now, its due to the harvest but will the food produced this year be able to cater for the entire populace after the floods and the violence in most parts of the north?

Bread and rice are also staple food in Nigeria and bread and cereal were among the items that increased last year according to this report, so how can price of food affect inflation if some of the staple food is do not reduce in their prices in your scale!

Oga researcher, this food might be available but still bought at almost the same price as during dry season! The change can't be significant.

The OP's heading is misleading. Food prices have risen (by the quoted inflation rate). However the rate of inflation for the month (rate of rise in food prices) is less than the rate of the same month last year. So maybe last month (aug 2013), inflation rate is 8.2% and last year in the same month (aug 2012) inflation rate is 10%, u can see that the inflation rate has declined, this does not mean that food prices have not risen

Its just a statistical report aka theoretical report which means that we should all disregard it because practically,we all know that food items are getting costlier by the day.
