Number 1 evil person is Yahweh. Hear him talk:

Isaiah 45:7

7 I form the light, and create darkness: I make peace, and create evil: I the Lord do all these things.


Infact, evil spirits come from him:

1 Samuel 16:14-15

14 But the Spirit of the Lord departed from Saul, and an evil spirit from the Lord troubled him.

15 And Saul's servants said unto him, Behold now, an evil spirit from God troubleth thee.
