Setup the blog and advertise. Since your targeted audience is not English speakers, be sure that they can 'read' and 'write' the Hausa language. Speaking a language is different from writing it.
I expect you to start immediately. The more you ask questions and wait for confirmation, the more you'll be discouraged.

There are 2 states that use the internet most in the north according to google
Abuja and nasarawa
