secondly in the story from 2nd kings the bible says a lying spirit stood before the Lord and said i will be a lying spirit.........(and Note that this judgment was against a very evil king here ahab husband of jezebel)

olodo we are not made to understand that the spirit was created out of God,(of course God created all things, but the rebellious angels are now demons and will be jugded) but rather the lying spirit was taking permission from God to undertake its mission,now the bible makes us understand that even the devil does stand in the presence of God making constant accusations and takes permison to torment Gods people, eg Job ......also the bible makes us understand that if we forsake God, we are given over to other spirits contrary to the spirit of the Almighty(the devil is looking for people that will go with him to his destiny and will gladly assist and escort all that are willing)
