In order to be approved, your blog must contain enough textual content for Adsense specialists to evaluate.

I checked google and I can't see the exact match of the keyword in the title of the site.

You have to start from there... Ensure exact match is in the title. You can also add an intro message on the sidebar of the homepage, ensuring it contains the keyword. Resubmit your sitemap, keep adding rich content and monitor your search queries stats..
