I have read stories about some past/serving african leaders and often wonder if they were/are really mentally stable. So I did a little research and came up with this. Well, some did good deeds and at the same time they also force you to doubt their sanity. Take a look at this list and judge for your selves.
Oh btw, " Every nation gets the government it deserves" - Joseph-Marie, comte de Maistre, but African deserves better .

6. Mobutu Sese Seko

He ordered congolese to drop their European names
for African ones, and priests were warned that they would face five years' imprisonment if they were caught baptizing a congolese child with a European name. Western attire and ties were banned, In 1972, Mobutu renamed himself Mobutu Sese Seko Nkuku

Mobutu consolidated power by publicly executing political rivals, secessionists, coup plotters, and other threats to his rule.many were hanged before large audiences

5. Jean-Bedel Bokassa

4 March 1972 declared himself president for life
December 1977. He crown himself emperor of Central African republic , in a ceremony costing $20 million(more than then annual budget), practically bankrupting the country. His diamond-encrusted crown alone cost $5 million.
He personally supervised judicial beatings and introduced a rule that thieves would have an ear cut off for the first two offenses and a hand for the third.
In 1979 he had hundreds of schoolchildren arrested for refusing to wear uniforms made in a factory he owned, and was reported to have personally supervised the massacre of 100 of the schoolchildren by his Imperial Guard.
A number of people have also testified against him in court to have been a cannibal
