I think it comes down to nature/nurture. Our society has placed a high emphasizes on lightness and whiteness as such we have all been brainswashed by our agents of socialization to give more value to whitneess/fairness. I don't understand what the big bruhaha is when it comes to complexion. Whether light skinned or dark skinned they are both black women. Sometimes you will find a dark skin women prettier than a light skinned women and vice versa.
