You mentioned Google Plus which is one great way to rank.

For example, we are trying to get our site www.brilliantlightsmedia.com to the top page on google.com.ng for "Social Media Managers" and "Social Media Managers in lagos"
It will be an hurdle to get our site up there, but our google plus page already ranks between 5 - 10,so we know that with our constant link building efforts we are going to outrank our competitors very soon.

Also to rank on google, do not neglect social media marketing efforts, because when your site is doing poorly on the serps, your facebook notes, your tweets, google plus pages and others will rank well for your targeted keywords. Social media is the new SEO, the sooner you realize this the better.

How does one create Google plus page, it gets me confusing.

Good, few other factors help to make it top 10!
Social networking - Create a account in most of the social networking sites, share few information related to your.get as much as like u can.
Because the traffic/site visits also makes you on top 10.
Get some back links - write some blogs and get the link placed in those those forums/blogs

Goto plus.google.com sign up - click Menu tab to create new page .

Usually every one uses a normal profile account . - I.e your self created profile witout a page. Hope I made a point.
