FCT has never been a part of Fulani land. The indigenous people of the FCT are Gbagyi by origin.
That said, FCT doesn't belong to any tribe based on it's set up. It's a capital city for all Nigerians, so no tribe can lord it over others in the FCT.

I hope you are just talking for talking sake, if not, then you are not well informed in history of Nigerian tribes and dominance. I am sure you have not been to the north for you to see dominance in action. There is no tribe in Nigeria that wants to dominate any where they settle like the Fulanis.
