Turkish President Recep Tayyip Erdoğan has requested a meeting Monday with Russian President Vladimir Putin on the margins of the Paris climate summit, a Kremlin spokesman said.

“A proposal from the Turkish side about a meeting at the level of heads of state has been delivered to the president,” Dmitry Peskov told reporters Friday. “That’s all I can say.”

Russia is preparing economic sanctions against Turkey, which refused to apologize for shooting down a Russian warplane Tuesday. Ankara said the Russian Su-24 fighter bomber had violated its airspace, while Russia said the plane was in Syrian airspace when it was shot down.

On Friday, Russian Foreign Minister Sergei Lavrov said Russia will halt its visa-free agreement with Turkey.

“This decision will enter into force from January 1, 2016,” Lavrov told reporters after talks with Syrian counterpart Walid Muallem.

Since April 2011 citizens of Russian and Turkey have been able to travel to the other for 30 days without a visa, bolstering tourism and trade ties.



On Thursday, Russian Prime Minister Dmitry Medvedev said ministers had two days to draft economic measures against Turkey, which could hit joint investment projects.

“We need to talk about what happened,” Erdoğan told France 24 Thursday, “but Putin has not returned my call.”

“Had we known it was a Russian plane we may have acted differently,” the Turkish president said. “But our pilots know the rules of engagement and have to do their duty to protect Turkish airspace.”

Turkey has “temporarily” suspended air strikes against ISIL in Syria to avoid further crises, according to local media reports Friday.
