I find your model and proposals interesting.
However, glancing briefly at the table of content of the model business plan, I see that there is no section dealing with regulatory permits from DPR, etc. Other government agencies like Fed Min of Environment, State Min of Environment and other state agencies who usually issue one form of permit or the other. The time, documentation and cost required to secure these permits are not to be neglected.

Also, it is not clear how the cylinders are to be sourced, since for safety one must have own branded cylinders procured from a manufacturer.

Third, what does the cost you have quoted for the 2.5 ton and 5 ton unit cover exactly? Does it cover installation, training, etc?

The documentation and Licensing you need are all stated in Business Feasibility report including the cost of acquiring them and time.

These are the Licensing you need below

1. DPR license
2. Environmental Impact assessment report (EIA)
3. Police report
4. Fire service
5. Town planning

The cost of acquiring these license above are subject to your negotiating power but you should not spend more than N1.2mill at worst in getting them all. The most expensive is the EIA report which is about 500-800k.

As for the cylinders, when operating a gas plant, you do not need a cylinder/s expect you want to incorporate selling cylinders in your business model.
