Christ is a judge, just like the king of any other (functioning Kingdom) is the supreme judge of his territory. It's his job. He judges between all men because He rules over all men, that's why we always pray for Him to vindicate us when our foes rise Against us.

Believers can do wrong through weakness, and can regret and ask for forgiveness and be forgiven.

Those in that verse who are judged for the wrong that they do are unsaved.

A person with faith in Christ would have to had fallen away from that faith, for them to be judged with the unsaved, they would no longer be believers.

Any who fall from the faith will not come again to repentance
Jesus Christ died once for sin, there is no more sacrifice to be saved a second time.

Heb 6:4 For it is impossible for those who were once enlightened, and have tasted of the heavenly gift, and were made partakers of the Holy Ghost,
Heb 6:5 And have tasted the good word of God, and the powers of the world to come,
Heb 6:6 If they shall fall away, to renew them again unto repentance; seeing they crucify to themselves the Son of God afresh, and put him to an open shame.

I must confess am hearing the word "bema" for the first time. But his judgement sit is his throne. His power cannot exist without the function of judgment because He rules over a great multitude of people. Over principalities that are evil and over his chosen ones. He's a judge.

The Bema Seat of Christ is the same thing as the Judgment Seat of Christ.
