That is how it ideally should be. But the problem with all Nigerian leaders both from North and South is unitary system mentality that favours overcentralization of everything including university admission process, policing system, revenue generation and allocation system, agricultural policies implementation, etc. They defend this nonsense by claiming that it is to prevent tribalism. Yet tribalism is growing everyday despite all their unitarian policies.
JAMB was established as at when we had less than 25 universities nationwide so as to enable it monitor admission to eradicate a situation whereby two or three universities offer admission to a particular candidate for his excellent performance in O'level whereas the said candidate can only accept one of such multiple offers leading to redundancy of admission offers while other equally qualified candidates suffer rejection. Beautiful arguement, no doubt! But now that we have almost 150 universities and Polytechnics hence more than enough space for every qualified admission seeker why still retain JAMB? If the whole admission process is decentralized and each university sources for its candidates there will be no university that will ask its prospective students to come by 6:30 am to write their qualifying exams if at all there will be such where O'level result is just enough as the pre-requisite.
