This was what GEJ and his wife used to buy all the available land during his tenure. They sold to themselves parks, green areas and hills in posh areas of Abuja. Example is the Maitama hill (ministers hill) and Mpape hills.

These lands are sold to them at unbelievable prices which are riculously cheap.

The most annoying thing is that properties in Abuja are over priced. Like 70% of beautiful houses remain unoccupied because its just not affordable. Only those who have enjoyed conrruption can afford them.

For those asking if its real. There is no land being allocated in Abuja that must not pass through the above process (but naija factor affects it). Even the senetors and honourables that are entitle to a plot of land in every tenure must follow this procedure and pay the amount stated above to have their information in AGIS data base Land is being allocated in every year in Abuja but the present administration has not done any allocation because their plan is to develop the already allocated lands before ne allocations are done.
The advantage of the form is that once you open the form you won't pay any other legit money again before your land is allocated and there is no time limit for the application even you can claim your land in the next 10 years with proper follow up.
My advice for anybody that want to apply for this form is that
Apply and follow up by meeting people at the top
If you can buy land worth of millions then you can invest 50/100k that worth millions immediately it yields.

Abuja was built to be developed in 4 phases. Phase 1 is completed and now govt is in Phase 2.

That is a more pragmatic approach, not paying some money into AGIS account and waiting forever. These monies will still be paid when you buy from estate developers, so why not get money and buy from them with confirmed and verifiable papers as opposed to time wasting?

If the OP's method works, then everybody in Abuja for don become land owners far tey.

Don't mind him jare, estate developer that will be asking for millions of naira. Even the estate developer he's referring to follow this same process to acquire the land and follow their way up.
Which one is better if you can follow up this process or pay millions of naira to the developer?

No ooh there is available land ooo, zuba bush, kuje bush, abaji farm infact my dad applied for one, the first day we manage to visit the site in Zuba that was allocated, he just carry d papers dash person cos development would never get there even if Zuba becomes part of AMAC.. Op pls stop misleading people. this doesn't work, infact it has never worked. been staying in abuja for close to 18 years now and this has never been the norm, might be written in some land regularization rules somewhere though. easiest places to acquire lands in the fct either for residential or commercial purposes are the area councils. the lands are not as cut throat price as the ones in the city centre. process of acquisition is also less cumbersome.

OP is not misleading people. I officially moved to Abuja myself in 1991 and OP is correct. However the problem is the waiting time and lack of guarantee you'll get anything even after paying.The truth like someone pointed out earlier is the sharp practice of allocating land to estate developers who have paid Millions or Billions from prime location land.

El-Rufai revoked plots of land allocated to individuals in the area councils, e.g. Bwari Area Council.
Promise was made to re-allocate those plots...
Does anybody have any info or advice on this?

You mistake intent.

Nobody is saying that what you posted is false. That is the official process. But this is Nigeria. What obtains here is not the ideal but the reality, and the reality is that you cannot get the best possible deal by paying to AGIS and waiting forever. For instance, if I want to start building in October, how possible is it to get allocated land in an area where infrastructural development has commenced?

The estate developers are highly connected. They get information about areas where government is about to award contracts for infrastructural development even before it becomes public information, then they simply get financing and buy off all the plots there with the help of colluding officials in these agencies.

So how can you the ordinary Nigerian match these people? I am after practical stuff not theory. It has taken 1976 to 2013 or so to complete Phase 1 of Abuja: 3 phases to go. The OP's official process will work if you plan to just buy land through this official process and hand it over to your children as an inheritance in the next 40 or 50 years when you are old and on your way out, as by then Phase 3 development may have commenced and those areas would start to look like the city centre.

But if you want to build your own house, simply save the millions and pay the estate developers. Many of them have payment plans and it is better to pay in installments for such land than to use all these bank facilities to pay in installments for cars.

There are two types of lands in FCT/Abuja which are FCDA land and Area Council land. Area Council lands were being allocated by the chairmen of each area council but the FCT minister is now the one allocating both FCDA and Area Council lands through an agency called AGIS (Abuja Geographic Information System).
AGIS is responsible for generation, management and administration of geospatial and land related matters in the FCT which include handling of data capture, processing and computerization of land related departments as well as customer services such as billing and revenue collection.
To acquire any land directly from the government one has to open a new application file in AGIS by taking the following steps
1. Obtain a new application form from AGIS or download from www.agis.fct.gov.ng
2. Pay 50,000 (for Area Council land) or 100,000 (for FCDA land) to AGIS account at GTBank, FirstBank, Zenith Bank or any other designated bank.
3. Present evidence of payment (teller) to AGIS (finance department) to ontain receipt
4. Open file at New Application Desk with the following documents
A) photocopy of the receipt
B) two passport size photograph
C) means of identification (national I D card, international passport or driver licence)
D) tax clearance certificate
5. Collect copy of acknowledgement of the form to claim the land when its being allocated to you
NOTE
1. You are not legally binded to pay any money to anybody apart from the one stated above.
2. Opening of the form does not authomatically guarantee you of getting the land but just serve as the first step to acquire the land.
