Neh. 10:37b “…and the TITHES of our ground [bring] to the Levites, that the same Levites might have the TITHES in all the cities of our village.” [Compare Num. 18:21 And, behold, I have given the children of Levi ALL the tenth in Israel for an inheritance, for their service which they serve, even the service of the tabernacle of the congregation.]
This may well be the single most damaging text in all of the Bible for those who believe that all tithes should be brought only to the Temple storehouse (of the church?). This single statement sheds great light on the true meaning of Malachi 3:10's “bring all the tithe into the storehouse.” Since God's Word is accurate, then either Nehemiah 10:37b or Malachi 3:10 has been drastically taken 'out of context.'
“Command the sons of Israel that they give to the Levites from the inheritance of their possession cities to live in; and you shall give to the Levites pasture lands around the cities. The cities shall be theirs to live in; and their pasture lands shall be for their cattle and for their herds and for all their beasts.” Numbers 35:2-3 NASU.
Numbers 35, Joshua 20, 21, First Chronicles 6:51-81; Second Chronicles 31:15-19, and Nehemiah 10:37; 11:29; and 13:10 all give evidence that the priests and Levites did not live permanently in Jerusalem. Although they could not inherit land, they originally lived, farmed, and herded livestock in 48 cities scattered around the nation. These 48 cities are named in Joshua 21 and First Chronicles 6. After the civil war split the nation following Solomon's death, most of the Levitical cities ceased to exist and the Levites moved into Judah which had 13 priestly cities (Josh. 21:9- 19) (2 Chron. 11:13-14; 13:10-12).
Neh. 10:38 “And the priest the son of Aaron shall be with the Levites, when the Levites take TITHES: and the Levites shall bring up THE TITHE OF THE TITHES TO THE HOUSE OF OUR GOD, to the chambers, into the storehouse.” [Compare Num.18:26 Thus speak unto the Levites, and say unto them, When you take of the children of Israel the tithes which I have given you from them for your inheritance, then you shall offer up an heave offering of it for the LORD, even a tenth part of the tithe.”]
When the tithes were received in the Levitical cities, the priests separated their share, their tenth of the tithe from the balance, or the Levites' share of the 9%. Malachi 3:10should be understood as only a command to the dishonest priests to “bring all 'OF THE DUE PRIESTS' PORTION of the tenth of the tithe' into the storehouse.” Therefore, instead of being commanded to bring the tithe to the Temple, the ordinary citizen was commanded to bring the tithes to the Levitical cities. Also, instead of being commanded to bring the tithes to the priests, the ordinary citizen was commanded to bring the tithes to the Levites. The Levites would, in turn, give the priests their share and they (not the people) would be responsible for bringing it to the Temple. Again, this proves the normal interpretation of Malachi to be wrong.
SINCE, therefore, Malachi 3:10 does not refer to the 9% (or more) bulk of the tithe which stayed in the Levitical cities for the Levites (and other non-ministering priests), THEN, Malachi 3:10 should not be used in any way whatsoever to command Christians to bring all of their so-called “tithe” into the so-called “storehouse” of the church. (Second Chronicles 31:15- 19.)
Neh. 13:4-5 “And before this, Eliashib the [high] priest, having the OVERSIGHT OF THE CHAMBER OF THE HOUSE of our God, was allied unto Tobiah: And he had prepared for him a great chamber, where PREVIOUSLY they laid the grain offerings, the frankincense, and the vessels, and the TITHES of the grain, the new wine, and the oil, which was commanded to be given to the Levites, and the singers, and the temple guards; and the offerings of the priests.”
Old Testament Tithing was a Three-Tiered System

The more you study the Old Testament tithing system, the more you see how deceitful these man-made ministries are in attempting adapting it to Christian life. They depend on tithers not to study the issue. "Honour God by bringing his tithe to the storehouse," Tithe Collectors thunder. The real Old Covenant tithing system is impossible to precisely adapt to New Covenant life. But, they are executing a con-job convincing that God demands a tithe to bless you or connect you to his covenants. Please, after reading this book go back and study Old Testament away of tithing. Israel consisted of several tribes - including the Levites (sons of Levi) - and the Levites were the only tribe who owned no land, for "God was their inheritance" (Num. 18:20). The priesthood originated from the Levite tribe, but not all Levites were allowed to be priests. That's important. That's going to come up again. God did not allow the Levites to own land, so they couldn't grow food. To account for this, he commanded the other tribes to give tithes (ten percent of their animals and harvests of food) to feed the Levites and the priests. So, the larger nation of Israel gave to the Levites, and the Levites themselves gave a tithes of that to the storehouse to feed the priesthood (Num 18:18-19, 28). Altogether, from the original tithe, God says that the Levite tithe was the sacred offering to the Lord (Num 18:26). Ok, let's stop for a second. This means that from the tithes of Israel, God only wanted a tenth of a tenth as an offering to himself from the Levites, which he generously turned over to the priests. The storehouse received only ONE PERCENT of the original tithe. The whole tithe belonged to God, but he filtered it through the Levites to the priests. The tithes that Israel gave to the Levites constituted their wages for the service of the Temple. The Levites earned it. Read it for yourself:

Numbers18:21 I (God) give to the Levites all the tithes in Israel as their inheritance in return for the work they do while serving at the tent of meeting. Numbers18:26  (Moses), Speak to the Levites and say to them: 'When you receive from the Israelites, the tithe I give you as your inheritance, you must present a tenth of that tithe as the Lord's offering. Again, the Lord's gift to the priesthood was just one percent of the original animals and harvests. The other 99 percent belonged to the Israelites, and non-priesthood Levites (for their wages). If an Israelite had 100 apples, he would give 10 apples to the Levite tribe, and the Levites would give 1 apple to the priesthood as their offering. So if the ministries supposedly represent "the storehouse," only one percent of the original amount was intended for the temple storehouse. This is why the tithe is impossible to adapt to Christian life. There is no such three-tiered system anymore. So, to reinstate it for the church, the ministries must inaugurate themselves as both Levites and priests. Problem solved. Let's assume God expected Christians to pay tithes of money according to his old system. If a Christian made #5,000 a month, and gave to God only what he expressly demanded for the storehouse, the storehouse would receive #50. But the Tithe Collectors don't say "give to the Levites what is theirs and then one percent to the storehouse." No. With their lying mouths, they say "give to God what is his," a full ten percent of your gross written out to their "storehouse," thank you very much. Of course, they will be happy to "offer it to God" on your behalf by spending it. None of this has any basis in the Bible! It's a scam designed to deviate your attention from the basis of New Covenant giving, "let each one decide in his heart."
