One of the most controversial issues going on in the Nigerian government now is the issue of budget padding. In fact, if you search for 'budget padding' in google right now, it is Nigeria that will 'full' the first page of the search result.
My own take on the matter is that we should use PHP programming language to pad our budget as it seems to yield better results.

Let us look at it from a programming point of view, imagine the budget is say N10 and we pad it by N100, now let us convert that statement into a practical code:

<?php
$nigerian_budget='10'; //let us say the budget was N10 NGN
$budget_padding=100; //and we pad it by N100
$lowest_denomation=0; //the worst case scenario is zero right?

//according to the rules of PHP language as regards padding of anything even Nigerian budgets
$nigerian_budget=number_format(str_pad($nigerian_budget, $budget_padding, $lowest_denomation, STR_PAD_RIGHT));

//here is the result
print $nigerian_budget;
?>

// In case you dont have a php compiler, the result you will get is:
999,999,999,999,999,967,336,168,804,116,691,273,849,533,185,806,555,472,917,961,779,471,295,845,921,727,862,608,739,868,455,469,056

and that is my reason for suggesting that we use PHP language for our budget padding.

In this case, you need to dip the e-cane inside oil and pepper first, that way, it will be more effective.

u are lenient to pad the budget just on the right. the honourable and distinguish lawmakers use STR_PAD_BOTH.
