The ab*oki didn't use juju (juju doesn't work). And the money he gave the woman didn't change.
What he probably did was count the complete amount in front of the woman, then distract her while he switch the money with the incorrect bundle of cash, gave her the latter as payment and left immediately with the rice.

He simply tricked the poor woman. She wasn't paying full attention and she didn't count the money before the crooked ab*oki left.
