Ajax (to call accept information from your php script)
Finally compile your app with Phonegap

You want a beginner to dive into JavaScript and it's frameworks... Node for that matter, I'd advice something with a low learning curve like Django (Python)/ PHP for server sIde programming tho.

I agree he should know his choices. I only gave what I think is the best choice in this particular kind of situation (a website AND app).

It's better to be extremely good at one thing than an array of many. All of my suggestions with the exception of html and css are essentially javascript and it's extensions. All he really needs to focus most of his energy on learning is javascript. Looks pretty easier than learning multiple languages, and with a promising future also.
