Do you know that in Botswana, Lesotho and Gambia, people can not be punished for stealing food items? Thereby, prompting the needy to ask for help in times of hunger. In these same countries, should anyone be caught stealing, he/she gets cautioned. And gets mobilised to sustain him/herself with something to provide for their needs.
