Everyone can go and update his or her examination center. The change is not only restricted to those that have been contacted via their email. Go to the portal and proceed as normal. Select the start now link, you'll see the link to update exam center below.

Chief, you are right. Sometimes we should take what the self-acclaimed pundits say with a grain of salt. I didn't get a mail too but successfully changed my centre. I didn't even get a mail when I finshed my application to state that it was submitted successfully. But that doesn't bother me - I just want my name on the award list whether they send mails now or not.
