My point is this: While discussing all the states of the US, it could be misleading to infer that other states are in surplus and California is bankrupt......when probably only one of the cities in California is struggling to fix its budget

In 2012 two of their cities became 2 of the top 5 largest bankruptcies in us municipal history. With $1 billion and $500 million respectively.
