For example, your mail messages in your mailbox can't be viewed when searched on a search engine. But your email profile can be seen, so there are lot of things that the regular search engine does not index, all these are in the deep web. The Deep web is not really illegal per say. Now for the dark web, all dark web pages are in the deep web, because they aren't indexed in regular search engines. BTW, not all things on the dark web are illegal, pre-game releases, movies... For example aren't that bad. So what the op said was, 90% of web contents are on the deep web which is true.
