Some villages in the North with less than 1000 people are designated as Local Govt Councils mostly based on land mass and they get the same monthly allocation from federation account with Alimosho local govt in Lagos with a population of over 1 million. Thats the fraud called States and Local Govts in nigeria perpetrated by Northern Military officers who created them undemocratically by decree
