THE ESTABLISHMENT RULE OF ISSF Foundation By virtue of Resolution # 17/11-C of the Eleventh Islamic Conference of Foreign Ministers of the Organization of the Islamic Conference (OIC) held in Islamabad from 2 to 7 Rajab 1400H (17-22 May, 1980); and In reference to Resolution # 7/3-C of the Third Islamic Summit Conference held in Makkah Al-Mukarramah and Taif from 19 to 22 RabiUl-Awwal, 1401H (25-28 January, 1981) calling for the formation of a specialized organization for the development of sport and organization of sport events in OIC member states; In fulfillment of this aspiration, the foundation of the Islamic Solidarity Sports Federation was declared at the constituent conference held in Riyadh, Saudi Arabia on 18 Shaban 1405 (8 May 1985) with the participation of the representatives of 34 national Olympic committees. Article (1): Definitions I.S.S.F : The Islamic Solidarity Sports Federation. NOCs : National Olympic Committees of OIC Member states OIC: The Organization of the Islamic Cooperation. The Board: The Executive Board of the Federation General Secretariat: The General Secretariat of the I.S.S.F . Article (2) The Federation A sports organization to be called “The Islamic Solidarity Sports Federation” shall be established and function in close collaboration with the Organization of the Islamic Cooperation. Article (3) Headquarters The permanent Headquarters of the I.S.S.F. shall be in at Riyadh, Kingdom of Saudi Arabia. Article (4) Membership The OIC Member states National Olympic Committees that are recognized by the IOC have the right to acquire the I.S.S.F. membership. Article (5) Logo The Federation shall have a logo that expresses its goals. It shall be approved by the General Assembly. Article (6) Flag The I.S.S.F has a flag bearing its logo and approved by the General Assembly Article (7) Anthem The I.S.S.F has an anthem that is played at the I.S.S.F occasions during which the flag is hoisted. Article ( Official Languages The official languages of the Federation are Arabic, English and French. Where differences arise in the interpretation of the provisions of the present Statute, the original text in Arabic shall prevail. Article (9) Goals 9.1) To strengthen Islamic Solidarity among youth in member states and promote Islamic identity in the fields of sports. 9.2) To inculcate the principles of non-discrimination as to religion, race or color, in conformity with the precepts of Islam. 9.3) To reinforce the bonds of unity, amity and fraternity among youth in member states. 9.4) To introduce OIC goals to the youth in member states. 9.5) To encourage member NOCs to unify stances in Olympic, international, continental and regional meetings and conferences, and meetings; and to cooperate with all international and continental sports institutions and organizations. 9.6) To boost cooperation among member states on matters of common interest in all fields of sports activities. 9.7) To preserve sports principles and to promote the Olympic sports movements in the Muslim world. 9. To encourage the spirit of sportsmanship, principles of fair play and non-violent behavior in sports events. 9.9) Encourage sport exchange among member countries. 9.10) To respect the issues of environment in sports facilities. 9.11) To join the campaign against doping is sports. 9.12) To support the principles of peace and the related efforts in the field of sport all over the world. 9.13) To pay due attention to sport education, health and recreation. 9.14) To encourage sports tourism. 9.15) To promote the Islamic sports culture. 9.16) To develop woman sport in line with the teachings of Islam. Article (10) Objectives 10.1) To supervise the organization of a multi-sport event that is held once every four years for member countries. This event shall be called the Islamic Solidarity Games. 10.2) To supervise the organization of tournaments and championships in all sports. 5 10.3) To frame the rules and regulations necessary for the organization of the tournaments and championships in conformity with the rules of the respective IF. 10.4) To enter into cooperation agreements with sports organizations at international, continental and regional levels. 10.5) To train and develop sports cadres in Member states through the exchange of technical expertise and the organization of training courses in various fields of sports. 10.6) To provide technical consultation for the development of sports facilities in member countries with a view to raising the standards of sports. 10.7) To hold conferences, symposium, exhibitions and museums, to supervise studies and researches and to disseminate publications serving the I.S.S.F goals Article (11) Composition 11.1) Representatives of member National Olympic Committees 11.2) Members of the Executive Board of the Federation 11.3) Honorary members (if there's any) Article (12) Observers Some national, regional, continental and international sports institutions and youth organizations in Member Countries may be invited to attend the General Assembly as observers with no right to vote or to participate in the deliberations. Article (13) Terms of Reference 13.1) To approve the Federation's general policy and plans leading to the accomplishment of its aims. 13.2) To ratify the statute and related modifications. 13.3) To discuss and approve reports of the Executive Board. 13.4) To approve the balance sheet, closing accounts and the auditors report for the previous two years. 13.5) To approve the draft program, proposed activities and the budget for the next two years. 13.6) To take decision on proposals presented by Members within the specified deadline. 13.7) To ratify the internal regulations and related modifications. 13. To ratify rules and regulations of the Islamic Solidarity Games and related modifications. 13.9) To ratify cooperation agreements concluded between the I.S.S.F and regional, continental and international organizations 13.10) To accept membership applications of new members wishing to join the Federation. 13.11) To select the country that will host the Islamic Solidarity Games. 13.12) To approve the Federation's logo. 13.13) To elect Members of the Executive Board. 7 13.14) To approve the appointment of auditors. 13.15) To determine the admission fees and annual subscriptions. 13.16) To awarding honorary membership 13.17) To change the Federation’s Headquarter 13.18) To approve suspension of members 13.19) To withdraw confidence from the Executive Board or its member(s) for justifiable reasons. Article (14) Periodicity 14.1) The General Assembly shall convene its ordinary session once every two years. It shall, in the course of the session, fix the date and venue of its next session. 14.2) Elections shall be held in the same year of the Games. Maximum date is three months following the Games closure. Article (15) Invitation The Secretary General of the Federation shall send out the invitation to all members of the General Assembly by registered mail at least two months prior to the meeting; the following documents shall be attached thereto: 15.1) 11.1) Agenda of the meeting 15.2) 11.2) Report of the Executive Board on its activities for the previous period. 15.3) Financial report on the previous two years and draft budget for the following two years 15.4) The Auditor’s report 15.5) Progress report of the organizing committee for the forthcoming Islamic Solidarity Games 15.6) Proposals by Members 15.7) A list of candidates for Executive Board membership (once every four years) 15. The candidature files of NOCs bidding to host the Islamic Solidarity Games (once every four years) 8 Article (16) Quorum The General Assembly meeting shall be considered valid if attended by the absolute majority of member NOCs that paid its financial obligations to the I.S.S.F. If the quorum is not reached, the meeting shall be postponed for 24 hours and shall then be held if attended by one-third of Members. In the event this number is not attained, the meeting shall be postponed to another date to the fixed by the Executive Board after necessary contacts with members. Article (17) Meetings 17.1) If the meeting begins in accordance with Article 12, the session shall then continue and its validity shall not be impaired by reduction or withdrawal of a number of the present members after the meeting was called to order. 17.2) If the meeting comes to the closing date without deliberating all the items listed on the agenda, decisions taken on the items that have been covered are valid and applicable. The General Assembly shall determine another date to meet and complete the agenda deliberations. 17.3) At the meeting held to complete the agenda deliberations, decisions are adopted if supported by the votes of one fourth of the I.S.S.F members The General Assembly may resort to secret ballot if this is requested by one member NOC and supported by five members subject to the President's approval. 17.4) The General Assembly is the supreme authority in all the I.S.S.F - related matters. Its decisions are irrevocable and final. Article (18) Extraordinary General Assembly An extraordinary session of the General Assembly may be convened: 18.1) By invitation from the President 18.2) By a decision of the Executive Board. 18.3) At the justified request of one I.S.S.F member supported by one-third of the members 18.4) The invitation together with the agenda shall be sent out one month at least prior to the meeting. Only the specified subjects for which the extraordinary session has been convened shall be discussed in that meeting. 9 Article (19) Voting 19.1) Every member NOC, that has honored its financial obligations, will have the right to vote. 19.2) The NOC representative who has the power to vote should have an official authorization from his NOC, to be deposited with the I.S.S.F Secretariat before the election. 19.3) Each NOC shall have only one vote. 19.4) The delegation of an NOC shall be represented at the General Assembly with a maximum of two officials. 19.5) A Board member has the right to vote if he officially represents his NOC according to provision 19.2 19.6) For the elections, voting shall be made by secret ballots. 19.7) For other cases, voting shall be made by hand raising unless otherwise decided by the General Assembly Article (20) Decisions 14.1) Resolutions of the General Assembly shall be adopted by the absolute majority of the votes of members attending the Assembly with the right to vote except. 14.2) A majority of two-thirds of the General Assembly members shall be required in the following cases: - Shifting the Federations' headquarters - Withdrawal of confidence from some or all Executive Board members. - Dropping or suspending the membership of any member. 14.3) A majority of three quarters of the General Assembly members shall be required for the dissolution of the Federation. Article ( 21) Voting on Urgent Matters The Executive Board may resort to voting by mail or any other means of communication on any urgent and unforeseen issue that falls under the responsibility of the General Assembly. In such case voting responses shall be sent back within thirty days after the request is made. The voting process shall be valid if replies are received from the majority of members and the decision on the subject in question shall be adopted by the majority of received replies. The validity of replies shall be based on the date of the post stamp or any other means of communication in the headquarters country. Votes shall be kept for submission to the next meeting for approval. 10 |

CHAPTER III: The Executive Board Article (22) Composition 22.1) The I.S.S.F shall be steered by an Executive Board composed of 17 members, 13 of whom shall be elected directly by the General Assembly; as follows: The President - Four Vice-Presidents Two from Asia and Europe and two from Africa and Latin America - Eight Members Four from Asia and Europe and four from Africa and Latin America - The Secretary General Nominated by the Headquarters Country and approved by the General Assembly - The Treasurer Nominated by the Headquarters Country and approved by the General Assembly - OIC Representative (Appointed by the OIC Secretary General) -Representative of the country hosting the Games Without voting rights 22.2) The mandate of the Executive Board membership shall be four years and renewable. ELECTIONS Article (23) Any person who wishes to be nominated for a post on the Executive Board shall send his/her candidature application (elaborating his/her sports and professional experiences) to the General Secretariat of the Federation by registered mail two months at least prior to the General Assembly session. Such candidature must be endorsed by the National Olympic Committee of his/her country. The General Secretariat shall ensure its circulation among Member NOCs forty five days at least prior to the General Assembly session. Article (24) If the number of candidates for the Executive Board posts is equal to the number of vacant posts, election shall be unopposed. In this case, the Executive Board shall determine the order of vice presidents by voting at its first meeting. 11 Article (25) The General Assembly shall elect the Executive Board office bearers from amongst the nominations received before the deadline. Candidates should be present at the General Assembly meeting at the time of election which shall be in the following order: a) The President. b) The Vice-Presidents c) The eight members. Approval of the appointment of: d) The Secretary General (from the headquarters country). e) The Treasurer (from the headquarters country). Article (26) No Member NOC may be represented on the Executive Board by more than one member, with the exception of the headquarters country according to Article (25). Article (27) Voting for the election of members of the Executive Board shall be effected by secret ballot. Any ballot containing a number of nominees that is higher or lower than the number required for the posts shall be null and void. Article (28) 28.1) Membership of the Executive Board shall be obtained by a majority vote of those present at the meeting. 28.2) In case of a tie between two or more candidates, balloting shall be repeated. If the result is a tie, lot drawing shall determine the winner. 28.3) The order of Vice-Chairmen shall be determined according to the number of votes. In case of a tie, further balloting shall be made and repeated. If the result is a tie, lot drawing shall determine the winner. MEETINGS Article (29) The Executive Board shall meet in an ordinary session at least once a year. An extraordinary meeting can be convened at the request of the President or on the justified written request of one member supported by five other members. 12 Article (30) The meeting of the Executive Board shall be considered valid if attended by the absolute majority of members, provided that the President or one of the Vice-presidents is present. The decisions of the meeting shall be made by the absolute majority of the members present. In case the quorum is not reached the meeting shall be postponed for twenty-four hours, after which it shall reconvene provided that the number of members present shall be not less than seven. Article (31) The membership of the Executive Board ceases in the following circumstances: a) Resignation. b) Demise. c) Final conviction of a crime against honor and trust. d) Absence from three successive meetings without a justification acceptable to the Executive Board. Article (32) Should the presidency of the Executive Board becomes vacant for any reason, the First Vice President shall assume the functions of the chair until the General Assembly at its next meeting, elects a new President. Article (33) 33.1) Should more than half the posts of Executive Board become vacant for any reason and the remaining term of office is two years or more, the General Assembly shall convene an extraordinary session to elect members for the vacancies until the end of office term. 33.2) If the remaining term of office is less than two years, the remaining members shall continue to steer the Federation work until the end of term. Article (34) Terms of Reference The Executive Board shall: 34.1) Steer the administrative, financial affairs of the Federation. 34.2) Implement decisions of the General Assembly. 34.3) Seek the achievement of the Federation's goals. 13 34.4) Develop the technical, administrative and financial regulations required for steering the Federation. 34.5) Supervise the games, competitions, training courses and any events to be organized by the Federation and host countries. 34.6) Take the necessary decisions on contracts, agreements and law suits related to the Federation. 34.7) Approve the balance sheet and the closing account statements of the preceding fiscal year 34. Prepare the draft program of activities and their budget estimates for the next two years. 34.9) Prepare the annual report of the I.S.S.F activities. 34.10) Study proposals and projects and take necessary decisions thereupon. 34.11) Compose the standing and ad-hoc Committees necessary for the formulation of plans and programs for the Federation and for undertaking studies and research conducive to the realization of its objectives. 34.12) Appoint representatives to attend meetings and conferences which the Federation has been invited to. 34.13) Appoint the permanent staff of the General Secretariat and to determine their salaries and remunerations. 34.14) Determine remunerations of persons entrusted with special assignments (on a temporary or a permanent basis) or asked to undertake specific studies of research work. 34.15) Determine the bank at which the Federation’s funds shall be deposited. 34.16) Propose the official auditors of the Federation. 34.17) Study membership applications presented to the Federation and establish due recommendations before submitting them to the General Assembly for final decision. 34.18) Propose recommendations on awarding honorary membership to personalities who presented distinguished services to the federation or honoring them. 14 Article (35) Functions of the President: 35.1) To preside over the meetings of the Executive Board and the General Assembly. 35.2) To represent the Federation before the official and non-official parties. 35.3) To sign the minutes of the General Assembly and the Executive Board meetings. 35.4) To sign the official invitation for the Islamic Solidarity Games. 35.5) To sign cooperation protocols and agreements concluded with other organizations. 35.6) To sign, with the Treasurer, disbursement vouchers and cheques. 35.7) To delegate some of his functions to the Vice Presidents when necessary. 35. To consider urgent matters and take appropriate measures within the limits of the Statute and Regulations of the Federation, provided that such measures shall be submitted to the next meeting of the Executive Board. 35.9) To cast a deciding vote whenever there is a tie in the votes of the General Assembly and/or the Executive Board regarding some issue. Article (36) Functions of the Vice Presidents 36.1) The First Vice President shall carry out the functions of the President in his absence. Vice Presidents shall carry out the same assignments in case of absence according to the order of precedence. 36.2) To exercise the prerogatives conferred upon them as outlined in Article (35). Article (37) Functions of the Secretary General 37.1) To supervise the implementation of the decisions adopted by the General Assembly and Executive Board. 37.2) To send the invitations for the Executive Board and the General Assembly meetings and make suitable arrangements for their convening. 37.3) To record the minutes of and decisions made by the Executive Board and the General Assembly meetings, sign them along with 15 the President and file them at the General Secretariat HQ. 37.4) To draft the annual work plans, to follow up and supervise their implementation after approval by the Executive Board. 37.5) To participate with the Treasurer in preparing the annual budget. 37.6) To receive the reports and matters referred to him, study and submit them to the Executive Board for due action. 37.7) To follow up all the activities of the Federation's committees as well as those entrusted with special tasks by the Executive Board and to prepare the necessary reports thereon. He has the right to attend their meetings. 37. To prepare periodical reports for the Executive Board meetings and forward them to the Board members one month at least before the meeting. 37.9) To supervise and follow up the work of staff members of the General Secretariat and persons entrusted with I.S.S.F special assignments and propose their salaries and remunerations. 37.10) To sign the annual performance reports of the Federation's personnel and part-time staff and submit them to the Executive Board for approval. 37.11) To conduct all Federation activities and affairs and to ensure their sound functioning in all respects. 37.12) To circulate decisions made by the Executive Board and the General Assembly meetings to all Member NOCs and the OIC General Secretariat 37.13) To prepare and sign the I.S.S.F correspondences. 37.14) To keep the Federation records, files, stamps and properties. 37.15) To sign orders of dispensation from the warehouse as deemed necessary according to work requirements. Article (38) Functions of the Treasurer 38.1) To implement the Executive Board's financial decisions after. ensuring their conformity with budget chapters 38.2) To collect Federation revenues and deposit them at the bank approved by the Executive Board. 16 38.3) To keep and be responsible for the Federation’s financial records, documents and registers. 38.4) To record all revenues and expenditures under their relevant items of the budget. 38.5) To draft the annual budget in cooperation with the Secretary General. 38.6) To sign jointly with the President on the cheques and with the Secretary General on all disbursement order. 38.7) To pay the approved salaries and remunerations to employees of the General Secretariat and to persons on special assignment for the Federation. 38. To spend approved budget and expenditures. 38.9) To prepare final financial statement for the Executive Board and forward it to its members one month at least before their meeting. 38.10) To keep, in a special register, a list of Federation properties, and make an inventory of the depreciated items in due form signed by him and approved by the Executive Board. 38.11) To prepare proper delivered/received statements of all fixed and movable assets held in his trust. If another treasurer is appointed, he is held responsible until such assets are officially delivered to the new officer. 17 CHAPTER IV: The FEDERATION'S Finance Article (39) Fiscal Year The Fiscal Year of the Federation shall begin on the 1st of January and end on the last day of December of the same year. PROPERTIES Article (40) 40.1) Liquidizes, buildings installations, lands, equipment, tools, clothes, furniture and other assets owned by the Federation shall be considered private property and, as such, may not be impounded or confiscated by any official organ in the headquarters country as being of public utility. The fund and assets of the Federation shall be granted the same treatment as the Organization of Islamic Cooperation and its General Secretariat headquarters in the Kingdom of Saudi Arabia. 40.2) The Islamic Solidarity Games, I.S.S.F tournaments and championships, all related sports insignia, copyrights and the TV rights, advertisement, film production and marketing are also the exclusive properties of the Federation. They shall not be used, under any circumstances, without prior permission of the I.S.S.F. Article (41) 41.1) The properties of the Federation (buildings, lands, facilities and money in the bank) may not be disposed of by selling or giving them away without the agreement of the General Assembly based on recommendation by the Executive Board. 41.2) Furniture, equipment and vehicles may be disposed of by virtue of an Executive Board decision. 41.3) Consumed furniture and equipment may not be disposed of without approval from the Executive Board. REVENUES Article (42 ) The Federation Revenues shall consist of: 42.1) Admission fees, paid only once i.e. on joining the Federation 42.2) Annual subscription fees to be paid within the first three months of the Fiscal Year. 18 42.3) A percentage of the revenues of the Games, sports competitions and matches organized and supervised by the I.S.S.F. This percentage shall be fixed by the Executive Board. 42.4) Revenues from the marketing rights of TV, broadcasting, sponsorship, and advertisements according to the contracts 42.5) Donations and grants from governments of OIC Member states. 42.6) Annual subsidy granted by the HQ country. 42.7) Annual subsidies decided by the OIC and the Islamic Solidarity Fund. 42. Any other income, donations or grants from individuals or institutions subject to approval by the Executive Board. Article (43) Fees and subscriptions due to the Federation shall be collected in United States Dollars or their equivalent in hard currencies. Article (44) The I.S.S.F may administer an investment company(s) with the purpose of financing its activities. Composed of a group of experts and specialists, a board of directors shall be formed under the chairmanship of the I.S.S.F President to steer such company(s). A regular annual report shall be submitted to the I.S.S.F Executive Board for information and approval. Work regulation of such company shall be developed and integrated into the I.S.S.F Statute. EXPENDITURES Article (45) The Executive Board shall determine the items of expenditure in its financial regulations, to meet the requirements of the Federation activities. Article (46) Board members are not allowed to have another payable work in the I.S.S.F Article (47) The Federation shall bear travel costs for the Executive Board members (on Business Class) as well as for the Standing Committee members (on 19 Economy Class) in addition to the expenses of suitable accommodation and allowance unless one of the member countries provides hospitality for the meetings. Article (48) In order to meet incidental expenses, the Secretary General shall receive a permanent renewable advance payment, the amount of which shall be determined by the Executive Board. Also a petty cash shall be handed to him to meet the financial requirements of the activities and programs approved by the Executive Board. It shall be settled once the relevant program comes to an end. Article (49) The Auditor 49.1) The General Assembly shall appoint a licensed auditor from the HQ country to monitor the I.S.S.F accounts. 49.2) The auditor shall submit an official annual report on the I.S.S.F financial position to the Executive Board and provides any required information in this concern. 49.3) The auditor shall submit an official annual report on the I.S.S.F financial position to every ordinary session of the General Assembly. 20 CHAPTER V: The General Secretariat Article (50) The Executive Board shall frame the administrative and financial regulations governing the work of the Federation, the General Secretariat and its personnel as well as the sub-committees. Those regulations shall be approved by the General Assembly. Article (51) The Executive Board shall appoint administrative, financial and technical personnel to conduct the Federation activities as recommended by the Secretary General. Article (52) The Executive Board shall appoint standing and ad-hoc committees that have an advisory nature to assist the I.S.S.F work. A committee may be composed of 3 to 5 members at most and it may employ the services of a specialist to complete a specific assignment. A committee's term expires with the end of the Executive Board term. Article 53) The meetings of the Federation, its Executive Board and standing and ad-hoc Committees shall be held in the Federation’s headquarters country. Meetings may be held outside if hosted by a Member NOC or deemed necessary by circumstances. 21 CHAPTER VI: General Provisions Article (54) Member NOCs which do not settle their membership and annual subscription fees for two consecutive years shall be deprived of the right to vote or to submit a nomination at General Assembly meetings. They shall recover such right upon payment of all their arrears. Article (55) Where a member NOC deviates from the objectives of the Federation or acts in a manner that is detrimental to the reputation of the Federation, the Executive Board shall first call its attention to the fact. But if the warning goes unheeded, the Board shall refer the matter to the General Assembly for appropriate decision in this respect. Article (56) The I.S.S.F, its officers, employees and properties enjoy the legal protection, diplomatic immunity and privileges in accordance with the charter and agreements applicable to the OIC. Article (57) The I.S.S.F may award honorary chairmanship and membership as well as the "Order of Appreciation" to the personalities that offered distinguished services to the Federation according to the relevant regulations. Article (58) The interpretation of the provisions of the present Statute shall be the sole right of the Executive Board. Article (59) For cases that are not covered in the present Statute, the Executive Board may take the appropriate measures. Article (60) This amended Statute has been approved by the General Assembly at its 8th Session held in Jeddah, Saudi Arabia on 16 – 17 Ramadan 1434 corresponding to 23 – 24 July 2013 and has thus entered into force on this date. On Scrutinizing the rules establishing the ISSF, its pertinent to note that ISSF is a sporting Event that leverage on the uniformity of belief of some people something similar to what we have in African cup of Nations, UEFA and other Sporting Event that leverages on common interest of peoples. I will like to point out that we have similar sporting events in our communities where church members competes and MSSN members competes too. Since sport is a major tool of bringing people together to foster unity. Also its also well know that every human is entitled to self development and freedom to associate with any association that is not criminal inclined or secretive. We can deduce that every Citizen of Nigeria is free to join any religious association(Locally or Internationally) they so wish to join for as long as such association is not criminally inclined nor secretive. Membership of OIC membership is for all Muslims in this world that which to be a member irrespective of their country been Islamic country or not and by extension of this membership of ISSF is by virtue of been a member of OIC. We can conclude that since every Muslim in Nigeria is entitled to freedom of association. its may not be wrong if the federation participate in the ISSF since ISSF is a competition for all Muslims not for Islamic countries. |

I didn't read everything u wrote sha, but if they want to go, they should but the Nigerian government shouldn't sponsor them because every religion will start their own sport and will want to be sponsored. |
