That is not the solution. The solution is to investigate. Go after the facts. Not ever failure is due to criminality. If there is wrong doing, punish. If it is an accident, help. Afterall if everyone was economically able courtesy of good governance we will all engage Julius Berger to build hill top mansions. That area is Lagos backwater, the residents, not entirely well to do and easy fodder to quacks.
