If this happened abroad you wil see the average citizen trying to call the police and some will even attempt to catch the cow to prevent accident but as it happened here everyone will rather wait for government than to attempt catching it to save lives

This type of attitude is the reason why laziness prevails in this country. Even when they see cow on the road, they will wait for the Federal Government to come and catch the cow for them while looking like lucozade, continue in your self defense
