This is supposed to come from Sao Tomé et Principe (República Democrática de São Tomé e Príncipe ) wich is a small island in the east of Africa.

I called back ; there was a music. Nothing else. (I stayed 10 seconds max as I guess it costs a lot)

This could have been a friend who travels a lot, but I after seeing your message, I guess it is something like a trap, a telephon virus or something like this.
