They need to do serious external audit in all teaching hospitals x across Nigeria.
Even the auditing firms can be compromised, so reputable ones should be given the job

It's not only Calabar, this is what's killed our healthcare system. Most of the federal teaching hospitals are headed by Profs. of Medicine and they use their supreme position and connections to divert huge budgetary allocations to these hospitals to personal use.
These are the so-called experts in healthcare that everybody expects to do the needful but they abuse the trust and most of the time nothing happens.
