Some teenagers shocked the world recently when they laughed at a drowning man and said they would not rescue him.

However, according to Metro UK, it has been revealed they will not be charged.

In a video which has since gone viral, the five young men are heard mocking a dying man struggling to swim in a pond in Cocoa, Florida.

At one point, a man can be heard saying he was ‘going to die’.

The victim is identified as 31-year-old Jamel Dunn.

The teenagers continue to record the scene instead of calling for help or going in after him.

The video, filmed on July 9, was reported to the police, but authorities say they are struggling to find a law they have broken.

Yvonne Martinez, spokeswoman for Cocoa Police Department, said: ‘If there was [a law] we would charge them.
‘The family is frustrated… the detectives are frustrated, that we cannot hold anyone accountable for this. No one deserves to go like that.’

She continued: ‘We don’t have anything criminal resulting from that incident. Our detectives were trying to get potentially if a negligence law could apply. The state attorney advises it doesn’t meet standard for a criminal charge.’

Martinez said the teenagers showed no remorse when interviewed by detectives. The family filed a missing person report three days after he had drowned.

His body was recovered a full five days after he died, reports Fox 61. Jamel’s sister, Simone Scott, posted a tribute on Facebook.

The state attorney’s office released the following statement: ‘We are deeply saddened and shocked at both the manner in which Mr. Dunn lost his life and the actions of the witnesses to this tragedy.

‘While the incident depicted on the recording does not give rise to sufficient evidence to support a criminal prosecution under Florida statutes, we can find no moral justification for either the behavior of persons heard on the recording or the deliberate decision not to render aid to Mr. Dunn.’
