Imagine, so they have to wait to get passengers before they call engineers to start to fix one or two things. The passengers will be delayed while the engineers will be running up and down like headless chickens trying to fix one or two things. And the MD thinks any reasonable person will want to use the transport system again after experiencing delay.

Fix whatever phucking problems the train has and let it be on standy by always. They also need to publicise and let people know that it;s working. If people know, they'll definitely use it.
