The one standing will fall first simple logic. The one standing is stationary and his weight is exerted vertically on the plank giving the balance. The kicker will have to raise a foot (less weight on his side) and move quickly towards the other one to deliver the kick therefore his weight will transfer to the other side of the board making the side heavier and they both topple downwards the stationary one going first
