The newly elected Netherlands �� Prime Minister, Rutte arrives at the Palace to inform the Dutch King Willem-Alexander, his intention to form a new government. He arrives with his Bicycle and even locks it before entering the Palace.

Now Op,it is quite clear to me that you don't know the meaning of the word "seccession" or how the parliamentary system of government works. Rutte,the new PM,wants to "form a new government" to rule the Netherlands and NOT to break away or "secede" from it as you erroneously understood it. Why he visited the king is to get the king to grant his assent to allow him form a government. You have to understand that the way a parliamentary system of government works is that the leader of the party that has the majority of the votes in the last election can not form a government without the permission of the head of state. In the Netherland,the head of state is the King...

Let me give you an example: If Theresa May,the British Prime Minister,calls for an election and her party wins a majority. Her party,by virtue of that fact,would have to form a new government to replace the old one that existed before the elections and to do this,she has to approach the queen of England to be able to do that. Now,if May approaches the queen to allow her(May) form a new government in England,does that now mean or imply seccession? Answer:NO. Go and read secondary school government textbooks to rid you of your addled ignorance cos this post is very embarassing. SMH. FO.
