Russia Foreign Minister, Sergei Lavrov has accused the United State Government of provoking North Korean Leader, Kim Jong-un into stepping up its missile programme.

Mr Lavrov also rejected a call by American envoy to the UN security Council to sever ties with the North Korea after its recent ballistic missile test.
