There are a few ways of looking at this.

Let's consider you're NOT computer savvy and really don't want to take the time to learn and research about internal hardware, which is totally fine and I understand that.

When your current computer begins to give you problems, you have trouble running software effectively, you're getting errors, and so on and after an IT guy inspects your computer he tells you that you'll need new parts costing roughly 50% the price of anew, then you may be better off to simply replace that unit.

Now I DON'T recommend buying a new computer for simple things such as needing more RAM, swapping hard drives, or simply wanting something more pleasing on the eye.

RAM is an easy and cheap upgrade, as well as swapping hard drives to a more faster drive. But know that needing more processing power MAY fall into the territory of buying a new system.

On-board graphics failing (because most store-brought computer will use this), is not a reason to buy a new. A simple video card will fix this. BUT if the computer doesn't have adequate slots for the video card, then buying a new would be the better option.
